About this opportunity
The U.S. Air Force is procuring commercial broadband internet and VoIP telephone services for Keesler Air Force Base; the solicitation was cancelled via Amendment 0003 on August 20, 2026.
The procurement was initially posted May 5, 2026 with multiple deadline extensions. The most recent active proposal deadline was July 15, 2026 at 10:00 a.m. CST, extended from the original May 21, 2026 date via Amendment 0001 (May 20) and Amendment 0002 (July 6). Amendment 0003 (August 20) cancelled the solicitation in its entirety.
Place of performance is Keesler Air Force Base, Mississippi, with the contractor required to establish a single point of presence in Building 2801. The contractor furnishes all point-of-presence and handoff hardware including routers, optics, transceivers, and patch cords; the Government provides only power, air conditioning, and up to 90 square feet of rack space.
The base contract period was August 1, 2026 through July 31, 2027, with four one-year option periods extending through July 31, 2031. Services include commercial broadband internet at initial 10 gigabit bandwidth expandable to 50 gigabits and commercial VoIP telephone service for three seats. The contractor must maintain 99% monthly uptime, respond to outages within four hours and resolve within eight hours, and respond to user complaints within five working days. Business hours are 7:00 a.m. to 7:00 p.m. Monday through Friday, except federal holidays, with 24-hour contact availability for emergency support.
The acquisition used NAICS 517111 (Wired Telecommunications Carriers) with a 1,500-employee small business size standard. This was full and open competition—unrestricted, not a small business set-aside. Award was to be made on a firm fixed-price basis to the responsible offeror offering the lowest evaluated price across all base and option periods. Quotations required two separate volumes: pricing on SF 1449 with unit prices per CLIN, and a technical proposal demonstrating 99% uptime capability, equipment maintenance capability, and point-of-presence establishment. A mandatory site visit was scheduled for May 14, 2026 at 9:30 a.m. CST; participant names had to be submitted by May 12, 2026 and attendees required REAL ID-compliant identification.
