This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Procedures in FAR 13 are being used as the method of procurement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation is a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02TA Effective 6 May 2019 and DFARS DPN 20190215.
This is a 100% small business set-aside and the small business size standard for NAICS 517312 is 1,500 employees.
This is request for proposal is for wireless internet hardware installation and monthly wireless access for two buildings at Joint Base San Antonio, Texas, in support of a new training office stand-up. See attached revised statement of need for details. One building will need 12 data lines and the other will need 29 data lines. Wireless standard is 802.11access point or higher; dual frequency access points both 2.4 and 5; upload speed of 50 MBPS minimum and download speed of 500 MB.
The Wireless access is needed on/about 1 Jun 19. Due to funding availability and the long-term unknown need, the resulting contract action will be a single-award Indefinite Delivery-Indefinite Quantity contract with a 3-year ordering period. The first delivery order will be funded for installation and six months of wireless access and the second delivery order will be for six months or one year, depending on funding availability. The start of the ordering period of the contract is contingent upon installation and set-up of the wireless account in both buildings. See attached Bid Schedule for additional details and contract line item structure.
The basis for award will be low price and favorable past performance in terms of network reliability and customer satisfaction. With your quote, please provide information on a minimum of two relevant and recent (within the last three years) and/or current clients to include the company name; the company's point of contact name, e-mail address, and telephone number; and the type of service being provided to them by your company.
