STATEMENT OF NEED

FOR

Commercial Internet Installation and Monthly Access for Maintenance Next Squadron

1. GENERAL INFORMATION. The contractor shall furnish, install, test, and provide wireless capability and hardwired Commercial Internet for Building 10541and Building 1612 in support of Maintenance Next Training Mission.

1.1. DESCRIPTION OF NEED:

1.1.1. COMMERCIAL INTERNET BLDG 10541: The Contractor shall engineer, install, furnish and test commercial internet services in building 10541 located on Joint Base San Antonio (JBSA) Lackland.

a) 500MB Circuit

b) In this facility, the government will provide a lockable cabinet. The contractor is responsible for hardware and materials to install 12 hardwire network drops as annotated on the layout in Appendix A, Layout #1. Hardwire connections will utilize green CAT 6e cable. CAT 6 data jacks shall be green. The Contractor shall provide all hardware and materials for this network connectivity.

c) The facility will require wireless access coverage for the area depicted on the layout in Appendix A, Layout #1

1.1.2. COMMERCIAL INTERNET BLDG 1612: The Contractor shall engineer, install, furnish and test commercial internet services in building 1612 located on Port San Antonio.

a) 500MB Circuit

b) The facility will require the contractor to provide a lockable cabinet bolted to the floor, hardware and materials to install 29 hardwire network drops as annotated on the layout in Appendix A, Layout #2. Hardwire connections will utilize green CAT 6e cable. CAT 6 data jacks shall be green. The Contractor shall provide all hardware and materials for this network connectivity.

c) The facility will require wireless access coverage for the area depicted on the layout in Appendix A, Layout #2

1.1.3. INSTALLATION Communication infrastructure designs and installation of all hardware, software and infrastructure will follow: American National Standards Institute (ANSI) /Electronic Industry Alliance (EIA) /Telecommunications Industry Association (TIA) guidelines. All communications “Installation Practices” will conform to the Unified Facilities Criteria (UFC), and BICSI Information Transport Systems Installation Methods Manual (ITSIMM). The 502 CS will conduct a quality assurance inspection, with the contactor, throughout the installation and prior to final acceptance.

1.1.4. SUPPORT The Contractor shall provide support for installation and connectivity service for the hardwired and wireless points.

1.1.5. COMMERCIAL INTERNET SERVICE The Contractor shall provide commercial internet service at 500MB. Service should be available at all locations 24 hours a day, 7 days a week and be reliable.

1.1.5. PROJECT MANAGEMENT. The Government’s Point of Contact (POC) will be available during the performance of work to coordinate the placement of all items. Contractor shall provide and designate a responsible employee (the supervisor) to supervise work and to coordinate with the Government’s POC throughout all phases of work to be performed. The Contractor’s supervisor shall be on site during the time any work is being done by the Contractor’s employees.

1.1.6. STORAGE OF PRODUCTS DURING TEAR DOWN AND INSTALLATION. This is an occupied building. Materials shall be stored on site in such a manner that the continuing working operation is not impaired. Aisles must remain open and marked in compliance with OSHA29 CFR1910.22(a)1 and OSHA29 CFR1910.22(b)2.

1.1.7. ACCESSORIES AND INCIDENTALS. Contractor shall provide all incidentals necessary and all incidental hardware shall be installed in accordance with manufacturer’s recommendations. Adhesives, fasteners, nails, etc. shall be furnished by the Contractor.

1.1.8. PROTECTION. The Contractor shall take precautions to prevent damage to Government property. The Contractor shall repair or replace damaged items or damages incurred by the contractor at no additional cost to the Government.

1.1.9. SITE MAINTENANCE. Work areas shall be maintained in a neat, clean, safe condition and all trash, debris, and garbage which Contractor generates is to be removed from the facility and properly disposed of at the end of each work day. This must be completely removed from the base at the completion of the project at the Contractor’s expense.

1.1.10. COMPLETION OF WORK. Upon completion, the Government will conduct an inspection of all products installed. The Contractor shall ensure that work for this project is performed in accordance with the criteria herein, and that all equipment and systems shall be fully operational at the completion of work for this project. The Contractor shall provide communication “As Builts” drawings; location of all data/voice drops, cable management, as well as communication room layout with rack equipment elevation drawing and an accurate heat map of WAP’s surface coverage. All surfaces and floor surfaces around the work site shall be cleaned. Illustrations / drawings shall be delivered and accepted by Government POC prior to final payment.

1.2. GENERAL INFORMATION.

1.2.1. HOURS FOR INSTALLATION. Monday through Friday, 0730-1630

1.2.2. SECURITY REQUIREMENTS. The Department of Defense requires all installations to appropriately proof and vet all contractors and vendors providing service to JBSA Lackland prior to granting access. The Contractor shall request credentials for their employees through the Contracting Officer. The Contractor shall follow all security guidelines provided by the Government Representative during all installation and maintenance actions.

2. INCIDENTAL GOVERNMENT FURNISHED ITEMS. The Government will provide Single Mode Fiber connectivity from commercial point of presence.
