About this opportunity
The US Coast Guard Office of Procurement & Contracting Miami Detachment has issued a Special Notice regarding commercial dive operations and salvage services for the removal of four damaged steel piles at Seahorse Reef Light located in Cedar Key, Florida. The notice indicates the Government's intent to make a sole-source award to Anderson Diving, dba Logan Diving & Salvage, for diving and pile removal services. This is classified as a Total Small Business set-aside opportunity and falls under NAICS code 561990 (All Other Support Services) and PSC code P999 (Salvage-Other). The notice was posted on March 24, 2026, with a response deadline of March 26, 2026. Interested parties are invited to submit evidence demonstrating that competition would be advantageous to the Government, cost-effective, time-efficient, and supportive of the rapid mobilization mission objective.
The primary objective of this Special Notice is to address an extreme navigation hazard posed by four damaged steel piles that could cause death or serious injury to boating traffic, particularly during nighttime navigation. The contractor must provide an OSHA/ADCI-certified three-person dive team, a 28-foot dive boat, surface-supplied diving equipment, underwater burning equipment, and all necessary support services including mobilization, site work, proper disposal of pile remnants, and demobilization across a four-day performance period. Key requirements include visiting the site prior to bid submission, coordinating with the St. Petersburg Aids to Navigation Officer in Charge (BMC Brittany Barlow), complying with OSHA Safety and Health Standards and Immigration and Nationality Act provisions, and ensuring all steel wreckage is properly transported and disposed of in a commercial dumpster. This sole-source procurement seeks to demonstrate that competition would not be cost or time prohibitive given the urgent safety concerns and the specialized rapid mobilization capabilities required to complete this mission effectively.
