About this file
This is a Statement of Work for commercial dive operations and salvage services related to the removal of four damaged steel piles from the Seahorse Reef Light navigation aid located at coordinates 28-58-31.211N, 083-09-13.280W in Cedar Key, Florida. The U.S. Coast Guard Aids to Navigation Team St. Petersburg, Florida requires a contractor to provide all labor, materials, equipment, and insurance to cut and remove the steel pile structures, which pose an extreme hazard to navigation, particularly during nighttime boating operations. The contractor must supply a three-person certified commercial dive team with full-time supervision, a 28-foot dive boat, surface-supplied diving equipment, hard wire communications, underwater burning torches, lift bags, diving expendables, and a dump truck for disposal. Additional requirements include mobilization and demobilization of personnel and equipment, truck and trailer transportation, lodging and meals for three divers over three nights, underwater cutting of the four single pile steel markers at the mudline, recovery of steel pile stumps, and proper disposal of damaged piling remnants. The total performance period is four days, with the operational date dependent on weather conditions.
The contractor is solely responsible for removing all wreckage from the seafloor and ensuring proper commercial disposal in a rented dumpster, with no disturbance to the seafloor through barge operations or spud-down activities. Steel wreckage cut will measure approximately eight feet in length from mudline to waterline, plus or minus two feet, and must be small enough to fit in the dive boat or be properly towed. The contractor must visit the site prior to submitting a bid proposal and coordinate all work with the St. Petersburg Aids to Navigation Officer in Charge, BMC Brittany Barlow at (727) 272-6847 or Brittany.E.Barlow@uscg.mil. The contractor must comply with the Immigration and Nationality Act, OSHA Safety and Health Standards, and all industrial safety and personnel protective equipment requirements. The related federal contract opportunity indicates this is a sole-source award to Anderson Diving, dba Logan Diving & Salvage, under solicitation number 70Z02826CMIAM0002, with the Government seeking to demonstrate that competition would not be cost or time prohibitive given the urgent navigation safety concerns and need for rapid mobilization capabilities.
