Personnel Qualifications

Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems Design and Development

The Naval Research Laboratory (NRL) established the following skills descriptions and a representative matrix of the labor categories in Attachment 3. If the contractor uses a labor category terminology other than that used in this provision, the contractor is requested to provide a matrix clearly relating their proposed labor categories to those in the provision. Detailed security requirements are delineated in the issued DD 254s relevant to this contract. (Ref SOW Section 4.1).

The following pages contains the qualifications required for each of the labor categories.

Note: Key personnel are identified at the labor category level and indicated with an asterisk*.

Educational requirements for any of the labor categories in this document can be substituted using the following related work experience:

Administrator

Position Requirements

An Associate’s Degree in business, language arts or the sciences in addition to a minimum of:

Level 2 - 3 years experience providing a variety of clerical and administrative services through the implementation of systems, procedures, policies, and monitoring projects.

Illustrative Assignments

Create and revise systems and procedures by analyzing operating practices, recordkeeping systems, forms control, office layout, and budgetary and personnel requirements, and implementing changes.

Resolve administrative problems by coordinating preparation of reports, analyzing data, and identifying solutions.

Maintain supplies inventory by checking stock to determine inventory level; anticipate needed supplies; place and expedite orders for supplies; verify receipt of supplies.

Complete operational requirements by scheduling and assigning administrative projects.

Systems Analyst

An Associate’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 2 - 3 years Level 3 – 5 years experience providing a systems analyst support for large Multi-INT data systems that includes required technical training to analyze a variety of Multi-INT data sources, determine accuracy of information, and provide recommendations regarding the usefulness of the information to increase the overall value of the mission product. Additional roles include reviewing, analyzing, and recommending changes to software developers, consulting with users to identify current operating procedures and to clarify program objectives, generating documentation to describe program development, logic, coding, and corrections required to achieve technical objectives, preparing manuals for users to describe installation and operating procedures, understanding relational databases and client-server concepts, and analyzing a wide range of information from various information providers.

Illustrative Assignments

Analyze system requirements, understand software-engineering requirements, and perform trade off studies.

Prepare impact studies related to the addition, deletion, or modification of software requirements to existing and new projects.

Provide independent analysis, verification and validation of systems software from developers.

Analyze software design documentation and test results to verify compliance with systems requirements.

Review test plans and procedures to verify test results will properly validate conformance to requirements.

Database Engineer

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 2 - 3 years Level 4 – 10 years Level 5 – 15 years Level 5 (KEY) – 15 years* experience applying software development methodologies and practices, including traditional structured programming as well as object oriented programming techniques and broad utilization of current software development tools within numerous environments. The work pertains primarily to planning, design, development, testing, installation, and maintenance of complex technical software systems. Additional related responsibilities include producing technical and user documentation, training and system orientation, and consulting with related development teams throughout the software development life cycle. This position encompasses all aspects of software development supporting complex Multi-INT processing from initial planning and design to final installation and maintenance. Furthermore, database engineers must possess the full spectrum of skills required for the development of software systems.

Illustrative Assignments

Enterprise computing and architecture design capability for ground-based analysis systems, to include system information modeling and database design.

Incorporate system architecture using enterprise design, business process modeling (BPM), workflow implementation, and web-based/semantics-based development methodologies.

Develop and implement databases to store raw data collection, Multi-INT fusion products necessary to support dissemination to the warfighter.

Leverage knowledge of terrestrial and space surveillance methodologies, sensor technologies and capabilities, and ability to envision new modes of operation via an evolutionary development process.

Senior Program Analyst

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 4 - 5 years experience developing and implementing processes to ensure success in meeting organizational objectives, performing a multitude of roles including but not limited to: recruiting, selecting, orienting, training, resolving problems; completing audits; meeting financial objectives by forecasting requirements; preparing annual budgets; scheduling expenditures; analyzing variances; and initiating corrective actions.

Proficient in the use of Microsoft Office products such as Word, Excel, Outlook and PowerPoint

Illustrative Assignments

Establish an operational budget to support the execution of assigned tasks including scheduling, staffing, materials, and facilities to meet contract requirements.

Monitors the fiscal status of tasks on a continuing basis and develops plans to correct any deficiencies at the earliest possible time.

Make recommendations for the origination or augmentation of policies and procedures to meet specific needs of the customer.

Monitor wage and salary budgets and expense account data to effect control of established budget factors and policy limitations.

Ensure that fiscal responsibilities are in compliance with Government and program requirements.

Manage the MDA integrated project schedule and financial tracking efforts.

Maintain the MS ACCESS database to manage and report on financial execution status to sponsors.

Develop proposals for new and ongoing MDA efforts.

Infrastructure Engineer

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 1 - 2 years Level 2 – 5 years Level 4 – 10 years Level 4 (KEY) – 10 years* experience designing and implementing information systems which will adequately support the enterprise infrastructure of the organization, analyzing system requirements and ensuring that systems offer security and effectively integrate with current applications, ensuring that all systems work at optimal levels and offering support to application development department regarding new technologies and system requirements, establishing detailed understanding of infrastructure, application programming, and web and software applications, and managing suites of hardware and software infrastructure components, including Virtual Machine (VM) management in both secure and unsecure network environments supporting complex Multi-INT development to High Availability (HA) operational processing systems for a variety of government clients.

Illustrative Assignments

Develop/maintain security documentation, network drawings, and manage multiple related infrastructure components from conceptual design to implementation and operational utilization.

Identify and resolve complex configuration and performance issues within a dynamic infrastructure.

Provide hands-on support, maintenance, performance monitoring, and optimization of managed infrastructure systems.

Communicate with a variety of hardware and software vendors to receive quotes and resolve infrastructure challenges.

Work closely with the project Chief Systems Engineer (CSE) to gather requirements and implement directed changes and enhancements to meet aggressive and demanding schedules.

Program Manager

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 5 – 12 years Level 5 (KEY) – 12 years* experience implementing processes and establishing measures of success in meeting organizational objectives, performing a multitude of roles including but not limited to: recruiting, selecting, orienting, training, assigning, scheduling, coaching, and counseling employees;

communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; enforcing policies and procedures; achieving operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements;

implementing change; meeting financial objectives by forecasting requirements; preparing annual budgets; scheduling expenditures; analyzing variances; and initiating corrective actions.

Illustrative Assignments

Develop program plans for the successful execution of new or existing technology development efforts. Ensure that adequate resources are available to complete the efforts.

Develop Cost Work Breakdown Structures (CWBS), schedules, budgetary estimates for tracking the technical and financial performance of new or existing development efforts.

Make or influence decisions regarding the design or reconfiguration of systems or subsystems after evaluating existing or proposed system requirements.

Monitor the technical performance of ongoing activities and reassign or adjust resource priorities to ensure the timely completion of projects.

Manage the efforts of the managerial, technical and administrative personnel assigned to complete various aspects of ongoing or new projects.

Interact directly with the customer and maintain good relations with the customer as well as foster good inter-company relations where applicable.

Systems Administrator

Position Description

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 2 - 3 years experience managing data servers and networks, installing new software releases and system upgrades, evaluating and installing patches, resolving software related problems, performing system backups and recovery, and maintaining data files and monitoring system configuration to ensure data integrity. Has knowledge of commonly-used concepts, practices, and procedures within a particular field.

Illustrative Assignments

Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.

Develop and maintain installation and configuration procedures.

Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that leverage our resources and provide economies of scale.

Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.

Perform backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.

Create, change, and delete user accounts per request.

Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies.

Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities.

Configure / add new services as necessary.

Maintain operational, configuration, or other procedures.

Perform ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, memory, and disk partitions as required.

Systems Engineer

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 1 - 1 year Level 3 – 3 years Level 4 – 10 years Level 5 – 15 years Level 5 (KEY) – 15 years* experience in the systems engineering sciences of satellite and communications systems, system development and integration, and multi-INT data production and fusion, with a primary focus assessing and demonstrating the effectiveness of new concepts and ideas for systems in achieving particular mission goals, formulating overall design concepts, developing criteria to establish the baseline for advancement of state-of-the-art engineering efforts as well as reviewing and assessing overall progress in the development effort phases, resolving technical challenges that can occur due to dynamic changes in characteristics, approach, criteria, and requirements, and integrating stakeholder requirements and multiple design approaches while addressing overall program risk, cost and schedule constraints.

Illustrative Assignments

Plan, organize and execute mission related advanced system planning for assigned missions or program areas.

Conduct continuous analysis of present and future capabilities for assigned areas; establish requirements, ground rules, and assumptions for future programs; and initiate changes to achieve objectives of programs.

Generate and plan new concepts, methods and techniques which can provide a significant technical advantage, operational impact or breakthrough in the assigned area. Advise and justify the best feasible approach to be taken for each solution proposed.

Formulate and recommend specific work requirements, priorities and resource allocations necessary to accomplish long-range plans for the assigned areas.

Develop system flow-down requirements specifying top level system requirements and their flow-down relationships with individual subsystems.

Utilize a broad knowledge of specialties within the engineering discipline to assure system integrity by establishing compatibility between equipment, other subsystems and components.

Provide overall leadership and direction for pioneering innovative Research and Development (R&D) efforts to address previously unattainable capabilities and characteristics.

Senior Systems Engineer

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 4 - 10 years Level 5 – 15 years Level 5 (KEY) – 15 years* experience working on a team with other Systems Engineers analyzing user requirements, concept of operations documents, and high level system architectures to develop system requirements specifications, analyzing system requirements and leading design and development activities, guiding users in formulating requirements, advising alternative approaches, and conducting feasibility studies, providing technical leadership for the integration of requirements, design, and technology, incorporating new plans, designs and systems into ongoing operations, developing system architecture and system design documentation supporting complex Multi-INT processing, and guiding system development and implementation planning through preparation or assessment of systems engineering management, integration, and test plans.

Illustrative Assignments

Develop complete sets of architectural views enterprises in accordance with the common architecture frameworks (e.g. DoDAF and FEAF).

Leverage strong business analysis skills and experience to develop business visions and strategies and perform functional decomposition, requirements capture, and process modeling.

Develop/influence ‘system of systems’ architecture development, partitioning functionality across applications and components.

Prepare detailed presentations/briefings to clearly explain the benefits of an architectural approach to clients and stakeholders.

Coordinate the activities of others (internal staff, client staff, subcontractors, associates and staff from collaborating and/or competing suppliers) and manage stakeholder expectations and requirements.

Assess requirements and present systems engineering based recommendations that are in line with the strategic vision for the enterprise and industry best practices.

Advise on and participate in established governance processes to ensure that enterprise architectures meet requirements.

Software Engineer

A Bachelor’s Degree in Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 2 - 3 years Level 3 – 5 years Level 4 – 10 years Level 5 – 15 years Level 5 (KEY) – 15 years* experience applying relevant software development methodologies and practices, including traditional as well as more modern object oriented programming techniques using state of the art software development tools; planning, designing, developing, testing, installation, and maintenance of complex technical software systems supporting complex Multi-INT processing;

and producing technical and user documentation, providing user training and system orientation;

and consulting with other software development teams throughout the software development life cycle.

Illustrative Assignments

Analyze system requirements, identify software-engineering requirements, and perform trade off studies.

Prepare impact studies related to the addition, deletion, or modification of software requirements to existing Multi-INT efforts as well as future NRL initiatives.

Provide independent analysis, verification, and validation of systems software from other developers.

Analyze software design documentation and test results to verify compliance with systems requirements.

Test Engineer

A Bachelor’s Degree in Computer Science in addition to a minimum of:

Level 3 – 3 years Level 4 – 6 years experience in software development (focused on testing Service Layer or Web Tier development using step by step test procedures and automation).

The list of tools/libraries/architectures that a candidate should be proficient in are: Hewlett Packard Unified Functional Tester (UFT), Java, JavaScript (OpenLayers, ExtJS 4.x, jQuery), CM Tools (JIRA, Confluence, FishEye, SVN, Subclipse/etc.), CI Tools (Hudson, Jenkins), Maven, ORM (Hibernate 3.6/4.0+), MVC (Spring, ExtJS 4.x), Apache. Web Mapping Services( WMS, WFS, WMTS), HTML, CSS and XPATH exposed in UFT, and Java Design Patterns & Best Practices.

Illustrative Assignments

Test Automation script development (with an ability to eliminate timing for breaking automated functional regression).

Refine bug specifications that are repeatable and clearly documented (using techniques to capture log content and Firebug message/response detail).

Manage the agile-sprint life-cycle (detail new features, and regression tests, drafting the VVD for each release, JIRA Dashboards admin and reports).

Work within modern browser capabilities and limitations in the development stack/ framework (CSS & relative vs. absolute XPATH).

Perform load testing (ability to develop scripts to apply load to the System Under Test (SUT) and interface with engineers to adjust engineering configuration parameters.

Perform security testing (ability to test, repeatedly, the interface and all APIs comply with all security requirements).

Technical Writer

A Bachelor’s Degree in Language Arts, Mathematics, Engineering or Computer Science in addition to a minimum of:

Level 2 – 5 years experience preparing training guides, installation instructions, reports, brochures, and/or manuals for documentation for a wide range of uses, and coordinating graphic designs and production of the documentation, all utilizing a working knowledge of programs, concepts, practices, and procedures.

Illustrative Assignments

Assist MDA team in generating program and technical review briefing slides supporting program/project reviews.

Support MDA team in generating and providing updates to program plans and documentation.

Explain scientific and technical ideas in simple language.

Study drawings, specifications, mockups, and product samples.

Create user documentation for a variety of material, including how-to guides and instruction manuals.

Ensure technical verbiage is easy to understand by the layperson.

Gather information on their subjects in libraries and on the web.

Prepare charts, graphs, or forms to go along with rough drafts.

Submit copies to managers for feedback.

Adjust copy as necessary and proofread for grammar and spelling.

Release the document following final approval.

Provide updates and different editions as necessary.
