About this opportunity

The United States Army European Command is seeking a firm-fixed price, design-bid-build construction contract for renovating command and control facilities at Camp Kosciuszko in Poznan, Poland. The solicitation (W912GB25R0014) involves comprehensive renovation of Building 28 North, Building 2, and portions of Building 1's basement to create a secure administrative space for the US Army V Corps Headquarters (Forward). Contractors must demonstrate past performance on up to 5 relevant projects completed within the last 10 years and submit a detailed technical approach using Primavera P6 scheduling software. Evaluation criteria will likely include technical capabilities, past performance, and compliance with complex security and systems integration requirements. Key dates include bidder inquiries due by January 10, 2025, with proposal submissions closing on January 31, 2025, and an anticipated contract completion timeline of 938 calendar days after notice to proceed.

The solicitation is an unrestricted, full and open competitive acquisition with no specific set-aside designations. The project location is Camp Kosciuszko in Poznan, Poland, with a scope that includes major architectural, structural, electrical, and mechanical renovations encompassing specialized systems like fire protection, telecommunications, intrusion detection, and energy monitoring control systems. Critical infrastructure components include a fire pump/tank, redundant power systems, elevator installations, building information systems, and security zones for a Joint Operations Center and Open Storage Secret area. While specific award value was not explicitly stated, the complexity of the project suggests a substantial multi-million dollar contract. The renovations will create self-contained heating and air conditioning systems, site development, utilities connections, landscaping, and comprehensive telecommunications infrastructure to support V Corps Headquarters operational requirements.
