Technical Factors:

Past Performance Technical Approach and Schedule (Required completion date: 938 calendar days after notice to proceed)

Non-Technical Factors:

Price

All non-price factors are considered equally important. When combined, all non-price factors are approximately equal in importance to price.

Source Selection Information

Factor 1: Past Performance:

Offerors shall submit a maximum of five (5) projects demonstrating the offeror's experience performing recent, relevant projects. There are three aspects to the past performance evaluation: Recency, relevancy, and quality.

Recency: Completed or substantially completed within the last 10 years.

Instructions and Evaluation Procedures

Relevancy: The extent to which the projects submitted involve the following:

• Renovation of historical buildings to modern standards

• Renovation of a building when a portion of the building is still occupied.

• Connection of utilities and upgrading current utilities to current standards

• Construction in a confined space (reduced lay down yard space) (staging material of-site, staggering deliveries)

• Construction involving both US and Polish codes/regulations

• Experience working with proposed key subcontractors, team members, and/or the proposed JV partners (if applicable).

• Experience working on construction projects within the European Union

• Experience working for the U.S. Department of Defense or the military or ministry of Defense of a NATO member nation.

• Experience working on construction projects performed in support of USACE.

Quality: How well the offeror performed the projects. Based on a consideration of those three aspects, the Government will assign a final Performance Confidence Assessment Rating for this factor.

Factor 2: Technical Approach and Schedule: Offerors shall submit BOTH a Technical Approach (.pdf) and schedule (.pdf AND .xer) describing the offeror’s proposed approach to accomplish tasks in this solicitation. The Technical Approach narrative shall include:

• Main risk areas identified by the Offeror, including planned measures to mitigate those risks.

• Material procurement, including how the Offeror plans to manage submittals in advance (e.g., 30, 60, and 90 days out), what potential issues it anticipates, and how it will proactively resolve them.

• Site Utilization, including mobilization, materials and personnel transportation onto the base and the laydown area, and how the Offeror will manage site access and construction operations amidst adjacent occupied facilities.

• Manpower required to construct the project, including a discussion about skilled and unskilled labor, and recruitment and retention of qualified personnel in accordance with the specifications.

• The Offeror’s safety processes.

• The Offeror’s quality control processes

• Knowledge of requirements and constraints applicable to work in the Host Nation and regionally near the project location.

Factor 2: Technical Approach and Schedule: The Technical Approach narrative shall include (Cont.):

• Subcontracting Plan that specifies which technical aspects the Offeror plans to self–perform as the prime contractor and which tasks the subcontractor(s) will perform, and explains how the Offeror will use proposed personnel and sub-contractor resources to assure the delivery of quality workmanship in accordance with the

SOW.

• Schedule logic, including:

• the critical path

• a description of any key schedule constraints (e.g. labor or material availability, weather, etc.)

• Primary assumptions the Offeror used in its schedule

• Description of the Offeror’s step-by-step methodology and process for executing the work from notices to proceed to final completion, which meets the contractual milestone dates and performance requirements defined in Section 01 10 00 Statement of Work.

• All of the major portions of work, including submittals, reviews and approval periods, long lead procurements (EG: HVAC), transportation, and environmental considerations.

• Any significant assumptions, risks, or constraints to executing the work and mitigation measures planned.

Factor 2: Technical Approach and Schedule:

The schedule shall be prepared in Primavera P6 and Offerors shall submit both the native XER file format and the Adobe PDF export. The schedule shall be specifically-tailored to this project. The schedule shall include all of the major portions of work, including submittals, reviews and approval periods. For the purposes of evaluation under this factor, the Offeror should assume the dates of 30 March 2025 for award and 30 April 2025 for issuance of the NTP.

In determining the strengths and weaknesses, the Government will consider the following when evaluating the offeror’s Technical Approach and schedule:

• The extent to which the Offeror demonstrates a reasonable rationale for the number and capability of personnel proposed, including how the Offeror will use proposed personnel and sub-contractor resources to assure the delivery of quality projects in accordance with contract provisions.

• The extent to which the Offeror demonstrates the familiarity and the ability specifically to perform construction work in Poland.

• The extent to which the offeror realistically discusses the means, methods, equipment, procurement and storage of materials, and site utilization required to accomplish the work contemplated under this solicitation.

• The extent to which the offeror identified important performance and schedule risk areas, including if the risk mitigation techniques are perceived to be effective and achievable.

• The feasibility of the offeror’s material and personnel procurement and recruitment plan is achievable;

• The extent to which the offeror demonstrates an understanding of the site access limitations, host nation compliance, workspace restrictions, risks, and mitigations.

• The extent to which the Offeror’s schedule includes discernible and realistic logic, and that demonstrates ample planning and forethought applicable to the work contemplated under this solicitation, especially with consideration to constraints as they relate to site access for workers and delivery of materials, long lead items, the Government’s periods for review and approval of submittals, anticipated delays throughout, etc. (including restrictions associated with local holidays and United States holidays).

The Government will evaluate this factor using the combined technical/risk rating as follows:

Instructions and Evaluation Procedures:

Factor 2

• Factor 2: Technical Approach and Schedule:

Instructions and Evaluation Procedures:

Factor 2

• Factor 2: Technical Approach and Schedule:

Factor 3: Price The Government intends to use the proposal analysis techniques identified at FAR 15.404-1 to determine a fair, reasonable, and realistic price. The Government reserves the right to accept other than the lowest priced offer or to reject any and all offers.

Offers found to be unreasonably high, may be considered unacceptable and rejected on that basis. The Government will also review prices to determine whether they are so low that they lack a technical understanding of the requirement. An initial realism analysis will be performed by calculating the standard deviation of the total prices proposed. If an offeror’s price is more than one and one half (1.5) standard deviation from the mean pricing, the Government reserves the right to remove the proposal from competition as unreasonably high or unrealistically low with no further price or technical evaluation conducted. No additional price realism analysis will be conducted.

Offerors shall submit inquiries via “Bidder Inquiry” in ProjNet at www.projnet.org\projnet.

See the solicitation for ProjNet registration instructions.
