About this opportunity

The Defense Logistics Agency Troop Support is seeking fresh bread and bakery products for Department of Defense military customers in Puerto Rico through solicitation SPE300-25-R-X015. The procurement covers nine line items including white bread, whole wheat bread, hamburger rolls, sweet bread rolls, honey buns, cupcakes, and flour tortillas to support various military installations and naval vessels throughout Puerto Rico. The contract will be structured as a firm-fixed price Indefinite Quantity Contract (IQC) spanning three years from November 15, 2025 to November 11, 2028, with two pricing tiers: a 24-month Tier 1 period followed by a 12-month Tier 2 period. The government intends to use a Lowest Price Technically Acceptable (LPTA) evaluation method and award the contract without discussions with offerors. After multiple amendments, the final proposal submission deadline is October 17, 2025 at 3:00 PM Philadelphia Local Time, with proposals required through the DLA Internet Bid Board Systems (DIBBS) or SAM.gov.

This solicitation is designated as a 100% small business set-aside, specifically targeting HUBZone small businesses, with no incumbent contractors identified in the available documentation. The contract has an estimated total value of $116,666.66 over the three-year period, with a guaranteed minimum of $3,888.89 and a maximum ceiling of $350,000.00. Contractors must maintain a 97% fill rate and comply with electronic ordering requirements through the STORES system, with a 120-hour lead time for product delivery. Performance will occur at multiple military locations throughout Puerto Rico, including USCGC Vigorous in San Juan, Muniz Air National Guard in Carolina, USPFO at Fort Buchanan, and various naval vessels at ports in Ponce and Roosevelt Roads. Offerors must propose pricing for all nine line items across both contract tiers and demonstrate capability to serve the diverse range of military customers across the Puerto Rico zone.
