About this opportunity
The Naval Sea Systems Command intends to sole-source a Firm Fixed Price contract to Craneworks Inc. for crane repair and weight handling equipment services at Naval Surface Warfare Center Carderock Division, with capabilities statements due July 24, 2026 at 2:00 PM. This is a total small business sole-source procurement, and the notice is not a request for competitive proposals, though all timely responses will be considered at the Government's discretion to determine whether to compete the requirement.
Place of performance is 9500 MacArthur Boulevard West, Bethesda, Maryland. The contract period runs August 1, 2026 through July 31, 2027. Services include annual inspections, weight/load testing, monthly inspections, preventative and basic maintenance, service requests, and repairs supporting the Operations Department's Infrastructure Division.
Craneworks Inc. is asserted as uniquely qualified because it is the only known vendor within a two-hour radius of NSWCCD holding the full suite of mandatory NAVFAC P-307 certifications required for Navy weight handling equipment operations. NAVFAC P-307 compliance is a strict regulatory requirement, not a guideline, mandatory to prevent catastrophic failure and loss of life. Craneworks personnel hold Navy-certified credentials as Crane Inspectors, Maintenance Mechanics, and Load Test Directors. The company's engineers possess 50 years of combined experience with Navy programs and direct audit experience with the Navy Crane Center. Certifying an alternative vendor would require 12–18 months of specialized training, during which NSWCCD cranes would lose certification. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC is J039, Maintenance/Repair/Rebuild of Equipment—Materials Handling Equipment. Award value is redacted in the posted Justification and Approval document.
