About this opportunity
The National Institutes of Health, Office of the Director, Office of Acquisitions, seeks to award a firm fixed-price contract for a Quantum Nuova Quantum Magnetometry System, with quotations due September 7 at 2:00 PM EST. This is an unrestricted acquisition conducted as a streamlined solicitation for commercial items under FAR 12.603, not expected to exceed the simplified acquisition threshold, on a "brand name or equal" basis; offerors proposing an equal product must clearly identify the item by brand name, make, and model number with sufficient technical documentation demonstrating compliance with salient characteristics, or risk rejection as non-responsive.
Place of performance is NIH/NIEHS in Research Triangle Park, North Carolina, on a Delivery Duty Paid basis. The required product is a quantum magnetometry system equivalent to the QT SENSE Quantum Nuova system that enables real-time tracking of free radicals in living cells with subcellular resolution using nitrogen-vacancy centers in nanodiamonds without requiring fluorescent dyes. Minimum salient characteristics include equivalent magnetic noise spectroscopy with established validation, the same sensitivity and precision for free radical detection, fully integrated hardware and software, real-time tracking under native conditions, and broad adoption across the NIH and biomedical research community.
NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. Quotation submissions must include unit and total pricing with shipping and delivery costs, delivery timeframe, F.O.B. point, product and catalog numbers, product description, UEI, TIN, and business size certification; all offerors must be actively registered in SAM. Evaluation factors are price (fair and reasonable), technical capability (meeting salient characteristics), past performance (timely delivery and installation of similar instrumentation), and delivery schedule capability. Submit electronically to cassie.runner@nih.gov; Cassie Runner, Contract Specialist, is available at 301-480-8827.
