About this file
This is a Request for Quotation (RFQ) and Combined Synopsis/Solicitation for a Quantum Nuova Quantum Magnetometry System issued by the National Institutes of Health (NIH), Office of the Director, Office of Acquisitions. The solicitation number is 75N98026Q01104, issued on August 27, 2026, with a response deadline of September 7, 2026, at 2:00 PM EST. This is an unrestricted acquisition (not set aside for small business) under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The acquisition is being conducted as a streamlined solicitation for commercial items under FAR 12.603 and is not expected to exceed the simplified acquisition threshold. The Government will award a firm fixed-price contract on a "brand name or equal" basis to the responsible offeror whose proposal represents the best value, with delivery on a Delivery Duty Paid (DDP) basis to NIH/NIEHS in Research Triangle Park, North Carolina.
The required product is a quantum magnetometry system equivalent to the QT SENSE Quantum Nuova system that enables real-time tracking of free radicals in living cells with subcellular resolution using nitrogen-vacancy centers in nanodiamonds without requiring fluorescent dyes. Minimum salient characteristics include equivalent magnetic noise spectroscopy with established validation, the same sensitivity and precision for free radical detection, fully integrated hardware and software, real-time tracking under native conditions, and broad adoption across the NIH and biomedical research community. Quotation submissions must include unit and total pricing (including shipping and delivery costs), delivery timeframe, F.O.B. point, product/catalog numbers, product description, Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification, with all offerors required to be actively registered in the System for Award Management (SAM). Evaluation factors include price (fair and reasonable), technical capability (meeting salient characteristics), past performance (timely delivery and installation of similar instrumentation), and delivery schedule capability. Responses should be submitted electronically to cassie.runner@nih.gov, with the primary point of contact being Cassie Runner, Contract Specialist, at 301-480-8827.

Statement of Need – Quantum Nuova Quantum Magnetometry System
The Mitochondrial Toxicology and Biology Group in the Mechanistic Toxicology Branch (MTB) requests acquisition of a Quantum Nuova Quantum Magnetometry System (or current-generation equivalent) to support ongoing and expanding research in molecular quantification, mitochondrial biology, and immunometabolism.
This system enables real-time tracking of free radicals in living cells with subcellular resolution, without the need for fluorescent dyes that can perturb the native state of biological samples. Although fluorescent probes are currently the standard approach for detecting oxidative stress, Quantum Nuova’s magnetic noise spectroscopy platform allows samples to be monitored in real time under native conditions. The technology uses nitrogen-vacancy centers in nanodiamonds to transduce magnetic noise from free radicals into an optical signal. As a result, it enables direct and quantitative measurement of free radicals, providing a powerful method for assessing oxidative stress across diverse biological samples.
Currently, the Branch lacks access to equipment of this caliber. Acquisition of this instrument would support both collaborative use within the Branch and throughout NIEHS.
