About this opportunity

The U.S. Coast Guard is soliciting combined pest control services for its Base Cape Cod facility, with work consisting of scheduled and unscheduled pest inspections and treatments emphasizing non-chemical techniques while minimizing environmental contamination. The Department of Homeland Security's procurement prioritizes integrated pest management approaches and will evaluate vendors based on their technical plans, past performance on similar contracts, and pricing, though price is not the primary consideration factor. Contractors must hold Massachusetts Pesticide Applicator Licenses, provide proof of liability insurance, submit Safety Data Sheets for all intended products, and demonstrate their inspection methodologies and environmental protection measures. The Request for Quotes submission deadline is January 5, 2026, with quotes required on company letterhead and broken down by Contract Line Item Numbers for the base year and four option years. Vendors must include past performance references with contract numbers and points of contact to support their proposals.

This is an unrestricted procurement with no small business or other set-aside designations applied. The contract will run for a five-year period beginning January 1, 2026, consisting of a base year through December 31, 2026, followed by four consecutive one-year option periods extending through December 31, 2030. Services will be performed at multiple locations in the Buzzards Bay area of Massachusetts, including Bourne, Harwich, Nantucket, and Martha's Vineyard, with monthly and quarterly inspections scheduled for various Coast Guard-owned buildings and facilities plus emergency treatments as needed. The scope includes pest control for approximately 27 buildings across multiple locations, with specific attention to monthly treatments for four priority buildings and quarterly treatments for 23 additional structures, plus two annual tick treatments at designated bus stops and playgrounds. Contractors must comply with prevailing wage requirements established by the Department of Labor for Barnstable County, Massachusetts, which mandate a minimum of $17.75 per hour for covered workers on contracts entered into after January 30, 2022, plus $5.55 per hour in health and welfare benefits.
