About this opportunity

The USDA Agricultural Research Service seeks to award on a single-source basis a combine-mounted near infrared spectroscopy system for integration into an existing Wintersteiger research plot combine, with quotations due September 25, 2026. The suggested source is WINTERSTEIGER Seedmech North America.

Place of performance is East Lansing, Michigan. The procurement is unrestricted and not set-aside for small business, with NAICS 334516, Analytical Laboratory Instrument Manufacturing (small business size standard 1,000 employees), and PSC 6640, Laboratory Equipment and Supplies.

The system must measure seed quality traits, including protein content, during harvest operations. Required specifications include an 850 to 1650 nm spectral range, 256-pixel thermoelectrically cooled InGaAs photodiode array detector, spectral resolution less than 8 nm, absolute wavelength accuracy less than 0.5 nm, no moving optical parts, IP64 protection rating, and the ability to measure acceptable reflection spectra in 10 milliseconds or less. The system must integrate with the Wintersteiger Quantum Plot Combine Harvest Master data collection system to read and record field trial plot IDs and manage measurement timing. An electronic dosing slide for uniform material flow, spectrometer cabin assembly with wiring, and training on instrument use are included. Delivery is due within 70 days of award, F.O.B. Destination to Michigan State University's facility. Award will be firm-fixed price based on lowest price, technically acceptable criteria, with technical acceptability and past performance evaluated sequentially starting with the lowest-priced offer. Quotations must include the quoter's SAM UEI and manufacturer specification documents demonstrating compliance with salient characteristics. Pricing must remain firm for 90 calendar days from the quote due date.

The United States Department Agriculture (USDA), Agricultural Research Service (ARS), intends to award on a single source basis.

Potential sources who believe they can provide the services listed are invited to submit a quotation by the response date listed, in accordance with the instructions provided herein.  All timely responses to this solicitation will be considered, however, the determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.  

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1526 is issued as a Request for Quotation (RFQ) for Combine-mounted NIRS.

This acquisition  is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 334516.  The small business size standard is 1,000 employees.  This acquisition is an unrestricted requirement.   All responsible sources may submit a quotation which will be considered by the agency.
