About this opportunity

The Department of the Interior National Park Service Northeast Region seeks replacement of closed-circuit television systems at Colonial National Historical Park's Jamestown Visitor Center and Research Center, with proposals due September 11, 2026. This is a Total Small Business set-aside.

Place of performance is Jamestown, VA. The procurement is structured as a firm-fixed-price Purchase Order under NAICS 238210 with two Contract Line Items: CLIN 00010 covers the Jamestown Visitor Center CCTV replacement (mandatory), and CLIN 00020 is an optional line item for the Historic Jamestown Research Center. Performance runs September 30 through October 30, 2026.

The system must be NDAA-compliant and IP-based, with a primary VMS platform of Hanwha Wisenet WAVE or equivalent, compatible for future migration to Milestone XProtect or Manitou systems. The Visitor Center requires 16 IP cameras (3 outdoor bullets, 13 domes in specified configurations) with 5MP resolution, motorized varifocal lenses, 30fps H.265/H.264 capability, and microSD local storage. The optional Research Center scope includes 6 additional cameras and 1 NVR. All systems must use closed network architecture with contractor-provided managed Layer-2 PoE+ switches, uninterruptible power supplies with 15–30 minutes battery backup, and comply with NPS cybersecurity standards including HTTPS/TLS 1.2+ encryption, unique credentials, and current firmware. The contractor must remove 8–10 existing analog cameras at each facility, provide 90 days continuous recording storage with RAID protection, and deliver one-year warranty on equipment and workmanship.

Evaluation uses Technical Approach and Schedule (40%), Past Performance (demonstrating minimum three similar projects within five years), and Price. A site visit occurs August 27 at 9:00 AM ET. Questions are due September 28, 2026 at 10:00 AM ET. Service Contract Act prevailing wage rates apply (Wage Determination 2015-4341, Revision 35).
