This is a Statement of Work (SOW) for the Jamestown Visitor Center (JVC) CCTV Replacement Project at Colonial National Historical Park under the National Park Service (NPS).

The contractor shall furnish and install a modern, NDAA-compliant IP-based video surveillance system comprising sixteen (16) IP-based cameras—three (3) outdoor bullet-type cameras and thirteen (13) dome-type cameras (one outdoor, twelve indoor)—along with all associated cabling, network hardware, and a network video recorder (NVR). All cameras must be Wisenet (Samsung) software-compatible, ONVIF-compatible, and meet specified technical requirements including 5MP resolution, motorized varifocal 3.2–10mm lens, 30fps H.265/H.264 capability, Day/Night functionality, analytics, microSD slot, PoE support, and IR range (25m for bullets, 20m for domes). The contractor shall install Cat6 cabling or better, PoE switches, mounting hardware, and provide 90 days of continuous recording storage with RAID protection. The system must integrate with the NPS intranet and support web-based monitoring compatible with Milestone and Manitou VMS platforms. Cybersecurity requirements include HTTPS/TLS 1.2+ encryption, unique complex passwords, no default credentials, current firmware, and secure protocols. Installation must occur between 7:00 a.m. and 11:00 p.m. with NPS coordination and supervision, avoiding interference with the facility's 9:00 a.m. to 5:00 p.m. public hours. The contractor shall perform a mandatory post-award walkthrough with NPS to finalize camera placement, conduct commissioning tests, provide one on-site training session for up to two NPS staff members, deliver system documentation including IP address list and final schematic, and provide a minimum one-year warranty on equipment and workmanship. An optional expansion for the Research Center building includes six (6) additional IP cameras and one (1) NVR, with the contractor required to provide separate pricing for this optional work.
