About this file
This file is a Questions and Answers document containing 18 responses addressing contractor inquiries regarding a closed-circuit television (CCTV) system replacement project at Colonial National Historical Park's Jamestown Visitor Center and Historic Jamestown Research Center.
The project is a turnkey installation requiring the contractor to provide all hardware, software, and licensing for a new standalone CCTV system. The primary VMS platform must be Hanwha Wisenet WAVE or equivalent, with future compatibility required for Milestone XProtect or Manitou systems. The contractor must deliver a closed network architecture with cameras connecting through contractor-provided managed Layer-2 PoE+ switches to a Network Video Recorder (NVR), with only the NVR uplink connecting to the National Park Service (NPS) router. The Jamestown Visitor Center requires an estimated 12 interior and 4 exterior cameras, while the Historic Jamestown Research Center optional scope includes 4-5 interior and 1 exterior camera, though contractors are encouraged to propose alternative quantities based on coverage optimization. All cameras must include 128GB microSD cards for local storage. The contractor must provide uninterruptible power supply systems with 15-30 minutes of battery backup and surge protection. Additional requirements include contractor-supplied NVR mounting in existing racks, removal of approximately 8-10 existing analog cameras and associated equipment at each facility, use of existing cable trays or conduit for wire runs, and adherence to NPS cybersecurity standards including encrypted access, unique credentials, and current firmware. Three viewing client licenses must be included if required by the NPS.

1. What recording/VMS platform is required: Hanwha Wisenet/WAVE, Milestone, Manitou, or another platform? Is this a new standalone system or an expansion of an existing system?
Answer 1: A compliant recording/VMS platform for this contract is Hanwha Wisenet WAVE or equivalent. The delivered system must also be compatible with future Milestone XProtect or Manitou deployment. No Milestone or Manitou system will be installed as part of this contract.
This project installs a completely new, standalone CCTV system at the Jamestown Visitor Center. The Historic Jamestown Research Center (HJRC) optional CLIN is also a standalone CCTV system. No existing CCTV system is being expanded.
2. Must Security 101 provide all VMS software and camera licenses?
Answer 2 - This is a turnkey installation. Contractor must provide all VMS, camera, and NVR licenses. NPS will not provide any licensing.
3. Does “cameras shall connect directly to the NVR” allow cameras to connect through contractor-provided PoE switches, or must the NVR have integrated PoE camera ports?
Answer 3: The cameras and NVR must form a closed, contractor-provided network. Cameras connect to contractor PoE switches which connect to the contractor NVR. This closed network does not rely on NPS network infrastructure. Only the NVR uplink cable connects to the NPS router to provide viewing/network access.
4. How many viewing clients are required, and will viewing be limited to the NPS intranet or require external remote access?
Answer 4: Contractor does not provide viewing-client hardware. Contractor provides cabling to the NPS router. NPS IT manages all network functions beyond the NVR’s uplink. Contractor must include three viewing client licenses if required.
5. Is active integration with Manitou required, or must the cameras simply be compatible with Manitou?
Answer 5: Compatibility only is required. No active Manitou integration is needed.
6. Where will the Visitor Center and Research Center NVRs be installed? Confirm available rack space, power, UPS requirements, grounding, and network connections.
Answer 6: Racks exist in both buildings as well as new racks on hand if another location is more advantageous. Contractor provides UPS units and mounts equipment using existing racks. Final placement will be confirmed during the mandatory post-award walkthrough.
7. What equipment and configuration will NPS IT provide, including IP addresses, VLANs, firewall rules, routing, and time synchronization?
Answer 7 - Contractor builds and configures the closed camera LAN. NPS provides static IPs and manages routing, firewall, and WAN access beyond the router.
8. For the optional Research Center, what camera types, indoor/outdoor distribution, mounting locations, and cable pathways should be priced?
Answer 8: Research Center optional scope includes 5 indoor cameras, 1 outdoor camera and one NVR, switches, and cabling. Indoor-only deployment matches the SOW.
9. Must each camera include an installed 128 GB microSD card, or must the camera only support a 128 GB card?
Answer 9: Cameras must include 128GB microSD cards per SOW specifications.
10. Are there additional NPS or DOI cybersecurity standards, approved-product requirements, hardening checklists, or security reviews beyond those listed in the scope?
Answer 10: Follow only those in SOW: encrypted access, no default passwords, unique credentials, current firmware, disable unused services.
11. What is the Milestone serial number?
Answer 11: None exists. Future compatibility only.
12. What is your standard for switches? What kind and what type?
Answer 12: Contractor must provide best-practice managed Layer-2 PoE+ switches. No brand preference
13. Number of Cameras Needed Answer 13: The SOW states an estimate of 10 interior cameras and 6 exterior cameras at the Jamestown Visitor Center and 6 cameras at the Historic Jamestown Research Center. Recent walk-throughs have expressed alternatives for additional or less camaras. The agency amends its estimate to 12 interior cameras and 4 exterior cameras at the JVC and 1 exterior and 4 or 5 internal cameras at the HJRC depending on what equipment is used. Ultimately the contract request is for the bidder to determine the best number and exact type of cameras to achieve the goals set out. Fewer or more devices could be used if newer camera feature enable more coverage areas.
14. Ceiling Type and Use of Conduit Answer 14: Much of the ceiling is drop ceiling type construction with a few areas such as the museum and retail areas having exposed vaulted ceilings. Use existing cable trays or conduit in all exposed areas for wire runs in exposed areas or long runs where it is already available.
15. Entrances and Other Camera Coverages Answer 15: Primary goals are to cover a) all entrances and exits, this goal can be done from an interior or exterior viewpoint and b) Point of Sale and count-out room coverage. Other coverage areas are for situational awareness and documentation of incidents to cover much of the public spaces. Providing a diagram of proposed locations and coverage areas of cameras in the bid would be a helpful way to describe the proposed system.
16. Power Systems Answer 16: When working, the power system is consistent but the area has more frequent outages than neighboring areas. The buildings have automatic generators. Contractor to provide uninterruptible power supply systems with surge protection to protect all installed equipment and provide 15 – 30 minutes of battery power for the system.
17. Walls and Drilling Answer 17: Some locations will require drilling for installation. Wall cross-sections and floor plan are attached below. The building was built in the mid-2000’s, there is no asbestos.
18. Removal of Existing Equipment Answer 18: SOW requires removal of existing equipment. Mounts and rack space may be reusable. Previous equipment has coax cabling which may aid in leading new cables through. There are 8 to 10 cameras to remove from the JVC building and 6 from HJRC and an analog to digital recorder at both locations. If certain cabling would be potentially destructive to remove, contractor and agency may coordinate to potentially leave it in place.
