About this opportunity

The USDA Food Safety and Inspection Service (FSIS) has issued a Request for Quotations seeking comprehensive laboratory supplies and consumables to support its analytical testing operations. The procurement covers an extensive range of over 36,000 laboratory items including pipette tips, centrifuge tubes, petri plates, vials, filters, chemical reagents, culture media, and specialized scientific equipment from vendors such as Fisher Scientific, Sigma Aldrich, Thermo Fisher Scientific, and Agilent. The government seeks to establish a single-award, firm-fixed price Blanket Purchase Agreement (BPA) that will provide recurring supply and delivery capabilities to FSIS Field Service Laboratories, the Accredited Laboratory Program, and the National Antimicrobial Resistance Monitoring System. Evaluation will be based on technical capability and price factors, with emphasis on comprehensive catalog offerings, order management processes, and delivery capabilities of 7-15 days. All products must comply with specific FSIS laboratory guidebook methods and include Certificates of Analysis with each shipment. Quotations must be submitted via email to Angela Carey by September 25, 2025, at 3:00pm EST.

This procurement is designated as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. No current contractors or incumbents are specifically identified in the solicitation materials. While specific award values are not disclosed, the extensive scope covering over 36,000 different laboratory items suggests a substantial procurement budget over the contract period. The BPA will have a five-year performance period from September 29, 2025, through September 28, 2030, providing the government with a long-term supply mechanism for laboratory operations. Deliveries must be made within 7-14 calendar days to three designated FSIS laboratories located in Athens, GA, St. Louis, MO, and Albany, CA. The contractor must be capable of providing pricing based on Original Equipment Manufacturer's smallest available packaging and demonstrate comprehensive supply chain management capabilities across the continental United States.
