This comprehensive system must include system controls, programming, software, nitrogen generation equipment, high-pressure nitrogen storage, two modified 20-foot ISO-certified shipping containers, a cold spray metal deposition system capable of operating at pressures up to 1200 PSI, a safety system, and a collaborative robotic arm with a minimum 1400mm reach. The contractor must provide all professional architectural, engineering, and construction services including design, fabrication, installation, testing, and commissioning, with specific technical requirements for components such as a nitrogen generator producing minimum 1300 SCFH at 99.9% purity, a rotary screw air compressor with minimum 55 SCFM at 125 PSI, a nitrogen booster capable of producing up to 4500 PSI, and high-pressure cylinders. Award will be based on evaluation of technical merit (equipment specifications, installation approach, and training plan), past performance on similar government and commercial contracts within the past three years, and price. Quotations must be submitted by March 30, 2026 at 12:00 Eastern Time via email to Contract Specialist Thomas C. Hall and Contracting Officer Bobie J. Burkett, and questions regarding the solicitation must be submitted in writing at least 10 calendar days prior to the closing date.

The solicitation does not specify an overall budget ceiling or award value range. The contractor must deliver one complete system to Letterkenny Army Depot in Chambersburg, Pennsylvania on an F.O.B. Destination basis, with delivery timeline and lead time to be specified by quoters in their proposals. Upon contract award, all contractor personnel must complete AT Level I awareness training, OPSEC training, and iWATCH training within 30 calendar days of contract start, and the system must achieve final acceptance following 100 continuous hours of operation without breakdown or 14 days, whichever occurs first, with a one-year warranty (or industry standard, whichever is greater) required from the contractor.
