The specification mandates compliance with extensive safety standards including OSHA regulations (29 CFR 1910 and 1926), NFPA Standards 70 and 79, ANSI/RIA R15.06-1999 for robotics safety, LEAD Regulation 385-1, and UFC 3-600-01 for fire protection. The contractor must provide a one-year warranty (or industry standard, whichever is greater) including spare parts, labor, freight, and travel. All contractor personnel require AT Level I awareness training, OPSEC training, and iWATCH training completed within 30 calendar days of contract start. The contractor must submit certified utility requirements within 15 days of purchase order receipt, develop test procedures approved by the TPOC, provide training for 8 personnel (4 operators and 4 maintenance staff) in English, furnish two copies each of operator manuals, maintenance manuals, schematic drawings, and repair parts catalogs, and submit Safety Data Sheets for all hazardous materials prior to shipment. Final acceptance occurs after 100 continuous hours of operation without breakdown or 14 days, whichever comes first, with payment following successful completion. LETTERKENNY ARMY DEPOT
PRODUCTION ENGINEERING DIVISION SPECIFICATION
COLD SPRAY CORROSION REPAIR SYSTEM

1. SCOPE: This specification establishes the minimum requirements for the purchase of one (1)
Cold Spray Corrosion Repair System to be delivered to Letterkenny Army Depot (LEAD). The contractor shall provide all professional architectural, engineering and construction services for the preparation of all necessary drawings, specifications, calculations, cost estimates and related design, fabrication, construction, and testing services for the completion of this project. The Cold
Spray Corrosion Repair System shall be used for the corrosion repair of different assets. The system shall consist of, but not limited to, system controls, programming, necessary software, nitrogen generation, high pressure nitrogen storage, 2 modified shipping containers, a cold spray deposition system, a safety system, and a robot subsystem. The contractor MUST address the requirements listed in this purchase description and disclose where in their proposal they address the requirements.
1.1 DESIGN: The equipment furnished shall be new and of the latest proven model and design. Any equipment incorporating untried methods shall be subject to rejection at the discretion of the
Contracting Officer. The equipment shall be designed, fabricated, and installed by a manufacturer regularly engaged in the production of this type of equipment and shall be in stock or producible within a reasonable period of time. The supplier of this equipment shall have previously successfully made and installed this type of equipment to industry, other than for his own use. All parts and materials used in the manufacture of this equipment shall be new and unused. All parts and mechanisms subject to periodic adjustment, replacement, or servicing shall be readily accessible.
1.2 SYSTEM DESIGN DEVIATIONS: The following requirements are presented to serve as a guideline to the prospective contractor and are not intended to discourage creativity. However, deviations from the prescribed guidelines shall be accompanied with a justification of the varying approach.
2. APPLICABLE DOCUMENTS: The Cold Spray Corrosion Repair System and associated components shall meet all applicable requirements at the date of manufacture. Supplements or amendments to these publications may be issued during the construction of the equipment and shall be considered to be effective immediately upon receipt by the Contractor.

3. REQUIREMENTS:
3.1 GENERAL REQUIREMENTS:
3.1.1 SURFACE COATING: All surfaces to be coated shall be cleaned of all foreign matter. The equipment shall be painted not less than one coat of primer and one coat of finish color, or powder coated. All coatings processes and applications shall be IAW standard commercial practice and industry standards.
3.1.2 LUBRICATION: Means shall be provided to ensure adequate lubrication to all moving parts.
All oil holes, grease fittings, and filler caps shall be easily accessible.
3.1.3 ENERGY EFFICIENCY: All equipment that directly consumes energy in normal operation shall be designed and constructed for the highest degree of energy efficiency as governed by the latest developments available within industry.
3.2 SAFETY AND ENVIRONMENTAL REQUIREMENTS
3.2.1 EQUIPMENT HAZARDS: Hazards inside the sub-systems of the Cold Spray Corrosion Repair
System shall be guarded against unauthorized access. Guards shall be easily removable to facilitate inspection, maintenance, or repair.
3.2.2 COMPLIANCE WITH ENVIRONMENTAL LAWS AND REGULATIONS: Contractor shall comply with all applicable federal, state, and local environmental laws, statutes, regulations, executive orders, permits, Army regulations (with supplements), as well as Major Subordinate
Command (MSC) and installation regulations and policies. Contractor shall immediately report any conflicts between applicable federal, state, local environmental laws, statutes, executive orders, and provisions of Army Regulation 200-1, and any specifications within this contract to the Contracting Officer Representative (COR), as well as to the Director of Engineering & Public
Works.

3.2.3 PREVENTION OF SPILLS: Contractor shall develop, maintain, and post at the work site a written site-specific spill response plan if transporting, processing, storing, or in any way managing hazardous waste, hazardous material, petroleum-oils-lubricants, or other restricted items. In case of a spill, the person in control of the spill site or their designated representative shall take appropriate action to protect workers and bystanders; contain the spill (if it can be done safely); secure the spill site; restrict ignition sources; and immediately contact the installation Fire and Emergency Services (Fire Department). Contractors storing 1,320 gallons or more of any oil-based product in an aboveground storage tank at a construction site shall develop a Spill
Prevention Control Countermeasure (SPCC) Plan and present such plan to the Director of
Engineering & Public Works prior to placement. Immediately respond to actual emergencies and accidents, prevent or mitigate associated adverse environmental impacts, and contact the installation Fire and Emergencies Services.
3.2.4 CORRECTIVE ACTION FOR NONCOMPLIANCE: Contractor shall when given a verbal and/or written notice of environmental noncompliance or nonconformance by the COR, take immediate corrective action. Failure or refusal to comply promptly may be grounds for the
Contracting Officer to invoke the appropriate contractual remedies. This may cause all or part of the work to be stopped immediately until satisfactory corrective action has been taken. If the
Contractor fails or refuses to promptly comply with the safety and security requirements, the
COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. Time lost due to any such stoppage is not subject to claim for extension of time or for excess costs or damages to the Contractor. The Contractor will not be paid for work not performed as a result of the stop order. Work must not resume until the Contractor provides evidence to the COR that he/she has complied or will comply with appropriate safety and security regulations.
3.2.5 INSPECTIONS OF WORK SITES: Contractor shall submit to potential Federal, State, Army and installation work site environmental regulatory inspections and/or investigations into noncompliance, and fully cooperate with such inspections/investigations by providing the appropriate records and documentation. Environmental regulatory agencies are authorized by law to inspect any work site for environmental compliance with regulatory requirements. If an inspection is conducted, it will not stop or disrupt ongoing contract activities. The inspection will only require the work site environmental officer, or supervisor/manager to answer questions and/or escort the inspector to specific work site areas with the potential to affect environmental quality. Typical environmental work site inspections are conducted in less than 30 minutes with an approximate frequency of one inspection every two months.
3.3 The contractor is reminded that LEAD maintains a Safety Management System (SMS) and is ISO
45001 certified, AS9100 and AS9110 certified. LEAD’s safety policy and safety program
(LEAD-R 385-1 and Safety Bulletins) can be found at https://letterkenny.army.mil/visitors-
Information. It is the contractor’s responsibility to be familiar with these documents and to comply with their contents.
3.3.1 Contractor/Subcontractor will conduct work on Letterkenny Army Depot in compliance with the most current version of 29 CFR 1910 and 29 CFR 1926 (where applicable). Each contractor/subcontractor will be familiar with the types of work they are expected to perform and each particular phase of the operation and associated hazards. All worksites will be free of recognized hazards (per LEAD-R 385-1 Chapter 27).

3.3.1.1 Each worksite will be assessed for hazards prior to the start of work. All training certifications and an Activity Hazard Analysis (AHA) will be on hand at the job site.
3.3.1.2 Any and all on site work at LEAD shall be completed in accordance with applicable OSHA, DoD, DoDI 6055, Army, and LEAD Safety requirements. As a federal installation, additional requirements other than OSHA apply to contractors performing work at LEAD. Examples include: full conformance to all applicable NFPA standards, ANSI standards, and other consensus standards for the industry covered by the subject contract. It is the responsibility of the contractor to be familiar with all applicable standards prior to starting work. Additionally, the contractors shall make themselves familiar with and comply with LEAD's local safety regulation LEAD-R
385-1, AR 385-10, and LEAD-R 420-13 prior to the start of any work at LEAD.
3.3.1.3 In case of a conflict among these laws and regulations, the most stringent law or regulation shall apply. It is the responsibility of the contractor to be familiar with all applicable standards prior to starting work.
3.3.1.4 A list of all hazardous materials will be maintained at all times. All Safety Data Sheets (SDS) will be present and maintained at all worksites. A copy of all SDS’s will be provided to the Safety
Office at the beginning of all projects.
3.4 As part of the applicability of engineering controls, all equipment with rotating and moving parts at point of operation shall comply with LEAD 385-1 Chapter 17-3- Policies: One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, nip/pinch points, rotating parts, flying chips, and sparks. Examples of guarding methods are: physical barrier guards, electronic safety devices, guarding by distance, and physical restraints. The point of operation of machines whose operations exposes an employee to injury shall be guarded. The guarding device shall be in conformity with any appropriate standard (OSHA, ANSI, Equipment Owner’s
Manual). In the absence of applicable specific standards, guarding shall be designed and constructed as to prevent the operator, or any employees who may come in contact, from having any part of his/her body in the danger zone during operation. All machines designed for fixed locations shall be securely anchored to prevent walking or moving during operation.
3.5 The Contractor shall ensure all employees and all associated sub-contractor’s employees possess all required licenses for operating any equipment used in the performance of this contract. The
Contractor must ensure that any personnel performing under a contract are fully trained, licensed, certified, and qualified for the position in which they shall be serving.
3.6 All contractor personnel shall wear the appropriate PPE when in the following work areas:
industrial buildings, at construction sites, test sites and test facilities. Failure to wear/use PPE may cause removal from the job site and/or seizure of non-compliant equipment/items.
3.7 If contractor personnel determine a procedure is unsafe, they shall discontinue work immediately and contact their Program Manager who shall notify safety personnel and the COR. As soon as
LEAD Safety Office personnel determine that the unsafe conditions have been corrected, the
COR will notify the contractor Program Manager that personnel may resume work.
3.8 The contractor shall comply with reporting requirements of 29 CFR Part 1904 and shall report accidents resulting in injury or death and accidents resulting in damage to Government property, supplies, and equipment to the COR promptly of the occurrence. In case of injury/accident, the contractor shall complete an injury/accident investigation report and submit it to the COR with a
2/19/26 copy to the LEAD Safety Office within 24 hours of the event, regardless of if the event is reported to another Safety Management System (SMS).
3.9 All safety messages or recalls related to the safe use of products provided by the contractor will be provided to the LEAD POC for the Contract within 5 days of contractor’s awareness of the message or notice.
3.10 Contractors must submit a copy of AMLD Form 4783 LEAD Contractor Chemical Checklist and
SDSs to TPOC prior to asset shipment be reviewed by the Safety Office, Industrial Hygiene, Fire
Protection, and the Environmental Management Division prior to bringing the hazardous material on the DEPOT. All HazMat must leave with the contractor at the end of the workday. (See
Technical Exhibit 1 – Deliverables Schedule)
3.11 Prior to shipping, the contractor shall provide Safety Data Sheets (SDSs) for all Hazardous
Material (HazMat) in accordance with LEAD Safety Bulletin 23-02 10.4.o. for all fluids required for the start-up and proper operation of the telescoping hydraulic crawler crane to the TPOC. The
TPOC shall ensure all procured HazMat is restricted to products that have been approved for use by the Hazardous Material Approval Group (HMAG), to include any HazMat provided with equipment or items purchased by the contractor. (See Technical Exhibit 1 – Deliverables
Schedule)
4. SPECIFICATIONS: The following specifications cover the major system components of the
Cold Spray Corrosion Repair System. The Cold Spray Metal Deposition unit is the primary asset in this system. All other equipment and subsystems shall be designed to work with and support the operation of the primary unit. The Nitrogen Generator container must be equipped with a climate control system to ensure the nitrogen generator maintains operational temperature.
4.1 COLD SPRAY METAL DEPOSITION SUBSYSTEM: The cold spray subsystem shall use high pressure nitrogen as its process gas. Pressures must be at least 1200 psi. The cold spray system consists of an applicator and nozzle, electric heater, dust collector system, and gas control module. The system uses high pressure Nitrogen gas to deposit powered metal to the repair area.
The cold spray system must be portable and be able to support hand held and robotic mount applications.
4.2 NITROGEN GENERATION COMPRESSOR PACKAGE: The system will contain a compressor with the following minimum features:

• Cobot arm shall be mountable to a custom fixture table designed to be able to stay stable during all robot arm functions. The table shall be equipped with large rubber wheels for easy maneuverability over various terrain. During robot arm operation, the table shall be designed with stabilizers to ensure the table does not move no matter the direction or speed of the robot arms movements. Table designs must also allow for easy mounting and unmounting of robot arm and shall allow for minimal interference with robot arm movements.
5. WARRANTY: The contractor shall submit a statement of warranty of at least one (1) year or the industry standard, whichever is greater. The contractor shall provide commercial warranties for any subcontracted components that will be underwritten. The warranty shall include spare parts, labor, freight, and travel. The warranty shall be effective beginning immediately after, and not before, final acceptance of the Cold Spray Corrosion Repair System.
6. LOGISTICS
6.1 Coordination Conference: After award of the contract but prior to any modification or delivery of asset, the Contractor shall meet with the Technical Point Of Contact (TPOC) at a Coordination
Conference. The purpose of the conference is to acquaint the Contractor with Letterkenny Army
Depot’s administrative policy, to give emphasis to certain contract requirements considered unique or distinctive and to introduce personnel who will be representing the Contractor and the departments at Letterkenny. The Coordination Conference attempts to address significant elements of administrating the contract in sufficient detail to permit all parties to fully understand what is expected of them; to reach an understanding of the scope and conditions of the work; and to outline the authorities of all personnel involved in the work. It is also established at this meeting that the Government personnel will be fair but firm and in strict accordance with contract provisions in all dealings with the Contractor. A comprehensive conference does much to minimize many misunderstandings that might otherwise subsequently occur and facilitates the performance of the work. The Government will set the date for the Conference, establish the agenda, and provide meeting minutes. The Coordination Conference shall be held virtually utilizing Microsoft Teams. The Contractor should expect the Conference to take no less than 2 hour and no more than 3 hours.
6.2 Project Schedule Meeting: A project schedule shall be submitted by the contractor, to include a timeline covering at a minimum design, material delivery, and system, safety and operational
2/19/26 tests. The contractor shall include dates for each milestone to begin and finish allowing time for discussion and government acceptance of milestone completion. The contractor will establish a meeting schedule with the TPOC with meetings set up for no more than two weeks between them until project is completed. Any changes to the project schedule must be discussed with the TPOC and approved by all parties. The plan for testing will be implemented after unit is delivered and all components are delivered to Letterkenny Army Depot. (See Technical Exhibit 1 –
Deliverables Schedule)
7. PRESERVATION, PACKING, AND SHIPPING: The contractor shall utilize standard methods for preservation and packaging appropriate for the components and acceptable to commercial carriers. As a minimum, all areas susceptible to damage from exposure to the elements shall be preserved and/or packed to prevent damage. The contractor shall be responsible for ensuring that the equipment is delivered to Letterkenny Army Depot in good condition.
8. INFORMATION TECHNOLOGY (IT) INDUSTRIAL SYSTEM REQUIREMENTS:
8.1 PROGRAMMABLE LOGIC CONTROLLERS (PLC): If a PLC is to be installed within the system, it shall be manufactured by a government approved source and shall provide an Ethernet adapter to allow for connection to the Industrial Network if required. If an Ethernet connection is used to interconnect the PLC to peripheral equipment, an additional Ethernet port shall be provided.
9. INSTALLATION REQUIREMENTS
9.1 DESIGN AND INSTALLATION: The contractor shall provide all parts, labor, and services for the design, fabrication, and installation of the Cold Spray Corrosion Repair System and associated equipment. The contractor shall provide competent English speaking personnel to place the system in operation and to conduct the acceptance tests. The contractor, through his service personnel, shall be fully responsible for the activation and testing of the system and the service personnel shall remain until system activation and testing has successfully been completed.
Under no circumstances should the contractor plan on gratuitous Depot assistance for diagnosis, troubleshooting, or repair of the system during installation, activation, and testing.
9.2 SECURITY
9.2.1. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation
Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-
9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
9.2.2. The contractor and all associated subcontractor employees shall also comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification
Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-
13), applicable installation, facility and area commander installation/facility access and local
2/19/26 security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
9.2.3. Media Devices: Vendor/Contractor or Subcontractors shall not take or copy any photographs, videos, drawings, blueprints, or any other type of rendering of depot facilities, personnel, property, or equipment. If required to perform the tasks defined within this purchase description
(PD), the vendor/contractor shall request the needed media from the Contract Officer
Representative (COR) or the Technical Point Of Contact (TPOC). All media shall be taken by an authorized LEAD representative and shall go through an approval process before release. Once released the media must be handled by the contractor according to the distribution statement or classification which it is assigned by LEAD. The Government reserves the right to seize equipment used for unauthorized purposes and the employee and/or Contractor may be removed from the base, detained, reported and/or remanded to civilian authorities or have other sanctions placed against them.
9.2.4. AT Level I training: All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas shall complete AT Level I awareness training within 30 calendar days after the contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the TPOC or to the contracting officer, if a TPOC is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 9.2.5. Physical Security: The contractor shall safeguard all Government property provided for contractor use.
9.2.6. OPSEC Training: Per AR 530-1 Operations Security, the contractor employees must complete
Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. Level I OPSEC Awareness training is available at the following website: http://www.letterkenny.army.mil/ctrresources/. (See Technical Exhibit 1 –

9.2.7. iWATCH Training: The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the TPOC. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the TPOC NLT 30 calendar days after contract award. iWATCH training is available at the following website:

9.2.8. Badges: Identification badges will be issued for admittance of personnel before performing work or service on this contract. The identification badge is the property of the US Government and must be returned upon termination or demand. The contractor/vendor agrees that he will ensure all badges issued to employees are returned to the Badge and Identification Section, Security
Division, Letterkenny Army Depot promptly on termination of need or on expiration, which
2/19/26 occurs first. The badge room is located in Bldg 2, phone # 717-267-8003. Hours of operation are
7:30 AM to 3:30 PM, Monday thru Friday, exclusive of Federal Holidays.
9.3. SAFETY AND FIRE PROTECTION
9.3.1. The contractor shall make themselves familiar with and comply with LEAD’s local safety regulation LEAD-R 385-1 and Safety Bulletins prior to beginning any work at LEAD. The

9.3.2. The contractor is reminded that LEAD maintains a Safety Management System (SMS) and is ISO
45001 certified, AS9100 and AS9110 certified. The equipment and the installation shall also meet all the safety criteria set forth in OSHA 1926.501 and ANSI/ASSE Z359.
9.4 HOURS OF WORK: All work shall be performed during Letterkenny’s tour of duty which is a compressed work schedule with eight days that are nine hours in duration, one day that is eight hours in duration and one standard day off within a two-week pay period (80 hours). Monday through Thursday will be nine-hour days scheduled from 0600 through 1530. The first Friday of the pay period will be an eight-hour day scheduled from 0600 through 1430. The second Friday of the pay period will be the standard day off. Other hours, weekend, and holiday work will be considered separately as requested by the contractor and approved by the Contracting Officer.
9.5 FEDERAL HOLIDAYS: The following is a list of Federal Holidays:
Martin Luther Kings Birthday, Presidents Day, Memorial Day, Juneteenth, July 4, Labor Day, Columbus Day, Veterans Day, Thanksgiving, Christmas Day, and New Years Day.
9.6 FIRE EXTINGUISHERS: The LEAD R 385-1 designates the type and number of fire extinguishers required to perform the contracted work. The LEAD Fire Department will not provide any extinguisher support. The contractor can gain the above information through a pre-construction conference, visiting the fire department, or phone 717-267-7108.
9.7 USE OF PORTABLE GAS OR ARC EQUIPMENT: The contractor shall obtain a permit, from the LEAD Fire Department, to use portable gas or arc equipment for cutting, welding or open flame operations. The Fire Department will require one day advance notice to permit necessary inspection before actually starting work, and notification when work is finished to allow for re-inspection. The Fire Department can be notified by calling ext. 717-267-7108. The contractor shall take necessary precautions to prevent fires IAW NFPA Standard No. 51B and LEAD R 420-

10. GOVERNMENT RESPONSIBILITIES:
10.1 SITE PREPARATION: Letterkenny Army Depot will provide a clear area for the placement of the Cold Spray Corrosion Repair System.
10.2 UTILITIES: LEAD will provide adequate utilities for the Cold Spray Corrosion Repair System for the setup and prove out operation of the system.

10.3 TESTING MATERIALS: LEAD will provide a supply of material for use during performance tests and training. The material shall include mild steel, aluminum, and other ferrous and non-ferrous materials of varying thicknesses up to and including the maximum recommended capacity of the system.
11. CONTRACTOR RESPONSIBILITIES:
11.1 UTILITY REQUIREMENTS: The contractor shall provide certified utility requirements within
15 days after receipt of the purchase order.
11.2 FIELD VERIFICATION: It shall be the responsibility of the contractor to verify, in the field, all measurements, locations of structures and utilities, and any other physical conditions which would affect the progress, or quantity of work. Any errors by the contractor, due to omission of field verification, shall not be the basis for any increase in contract price. Where existing utilities or other obstructions interfere with the progress of the contract, the contractor shall provide all materials and labor to relocate all obstructions as required and approved by the Contracting
Officer.
11.3 PROTECTION OF EXISTING STRUCTURES AND EQUIPMENT: The contractor shall take all necessary precautions to insure against damage to existing structures and equipment to remain in place.
11.4 INSTALLATION OF NEW EQUIPMENT: The contractor shall be responsible for supplying all material, parts, equipment, tools, and labor required to install the equipment provided under this contract. The setup, prove out, and verification testing shall be done in accordance with OEM specifications. The contractor will give advance notice and coordinate the installation with the
TPOC. The TPOC will notify and coordinate the installation with production personnel.
Removed components shall be placed in a location designated by the TPOC.
11.5 WIRING: All electrical work and materials shall be in compliance with the National Electrical
Code and National Electrical Manufacturers Association. All electrical installations shall be inspected and accepted by a certified electrician. All work shall be subject to inspection by
LEAD electricians.
11.6 PIPE: Schedule 40 (minimum) black steel pipe and all valves necessary shall be installed to provide the equipment with adequate air and water supplies.
12. QUALITY ASSURANCE PROVISIONS:
12.1 COMMERCIAL DATA: The contractor shall furnish two (2) copies of the following commercial data. The commercial data shall be available for use during installation. (See Technical Exhibit 1
– Deliverables Schedule) and training of Depot personnel.

12.2 QUALITY CONFORMANCE INSPECTION: The cold spray corrosion repair system’s components shall be subject to a quality conformance inspection, performed by a designated
Depot representative, to determine compliance with this specification.
12.3 TESTS: The contractor shall be responsible for developing test procedures to demonstrate compliance with the requirements of this and OEM specification. All test procedures shall be submitted to and approved by Depot Technical Point of Contact (TPOC) prior to the start of testing. To support the testing procedures, LEAD will provide a supply of material for use during the performance tests.
12.4 TRAINING: The contractor shall provide training for no more than 8 personnel to include 4 operators and 4 maintenance personnel. Operator training must include at a minimum standard operating practices, operator maintenance functions, and industry safety requirements.
Maintenance training must include the review of maintenance manuals, periodic maintenance procedures, and repair of common replacements parts. All instructions, oral and written, shall be in the English language. The project LEAD TPOC will coordinate with individuals to be trained upon successful completion of all final test procedures. Trainer(s) must be available for a minimum of 8 hours. Government reserves the right to record the training for internal use to train new operators. (See Technical Exhibit 1 – Deliverables Schedule)
13. FINAL ACCEPTANCE: Once all conditions of this contract are met, final acceptance will be after 100 hours of continuous operation without a breakdown or failure, or 14 days, whichever comes first. If the machine has a failure or breakdown and it is determined that is the fault of the machine hardware or software, the operating time and 14 days timeframe start over each time this happens. After the 100 hour operating time or 14 days have been met, final payment of this contract will be made.
