About this file

This is a Question and Answers document for federal solicitation W911N226QA027 Amend 0001, addressing vendor inquiries regarding a cold spray metal deposition system procurement. The Government clarified that the system will repair various military equipment by spraying high-hard nickel chrome carbide blends for armor repair and multiple aluminum alloys. Regarding pressure specifications, the system must operate at pressures up to 900 PSI, with inlet pressure capability accepting up to 1200 PSI, as these requirements are driven by the powder blends being used. The Government confirmed that upsizing supporting equipment such as nitrogen generators, power generators, and air compressors is acceptable provided the equipment meets power and container requirements, with the cold spray metal deposition unit designated as the primary asset and all supporting systems designed to work with and support its operation.

Regarding shipping containers, the Government specified that containers cannot exceed 20 feet in length. If more than two 20-foot ISO containers are required, additional containers including 10-foot containers may be used; however, additional containers will increase logistics and shipping costs to the Government, which will be factored into the evaluation process. These clarifications establish the technical parameters and logistical constraints for vendor proposals responding to this military equipment procurement.

Question and Answers Combined Synopsis/Solicitation W911N226QA027 Amend 0001

1. What is the material(s) being sprayed (if allowed to state)? This would help narrow down the best cold spray system for the end user.

A: The system will be used to repair a variety of military equipment and will need to be able to spray a high-hard nickel chrome carbide blend for armor repair as well as many different aluminum alloys for example.

2. Is the cold spray repair pressure of 1200 PSI based on the system's ability to handle that pressure or it's operating pressure? For example, one system operates at 725 PSI but the system requires 1100 PSI. Or another that operates at 1000 PSI but requires around 1200 PSI. Would the first system be a suitable system as long as it was able to meet question 1 above? Or is the gas pressure a strict requirement for this solicitation?

A: The system provided must be able operate at pressures up to 900 PSI as we use 900 PSI for some of the current recipes we use. The inlet pressure must be capable of accepting up to 1200 PSI. These requirements are due to the powder blends being used.

3. The solicitation lists the nitrogen package specifications but from several vendors the specifications airflow specifications (gas pressure from the generator to the booster, N2 SCFH production, or N2 SCFM to the booster) only 1 or 2 can be met without greatly oversizing the equipment for the actual need. Asking for the ability to size the nitrogen generator package for the specific cold spray system, with added room for any additional purposes the power generator, nitrogen generator, or air compressor may be used for (additional maintenance actions or other equipment).

A: As stated in 4. SPECIFICATIONS: the “Cold Spray Metal Deposition unit is the primary asset” and “[a]ll other equipment and subsystems shall be designed to work with and support the operation of the primary unit.” Upsizing is acceptable as long as the equipment still meets our power and container requirements.

4. For the storage containers, if sizing of the equipment deemed necessary, would a larger container be permitted? For example, a 20' container to house some the equipment and a 30' container for the remainder of the equipment?

A: Shipping containers cannot exceed 20 feet in length. If more space is required (more than 2 X 20’ ISO containers), additional containers, including 10’ containers can be used, Question and Answers Combined Synopsis/Solicitation W911N226QA027 Amend 0001 however, additional containers will cost the Government more in logistics and shipping which will be factored in during evaluation.
