About this opportunity
The Naval Medical Research Center, operating under the Department of the Navy Naval Supply Systems Command, has issued a Special Notice for the sole source procurement of a 10kW fiber optic laser system from Coherent, NA of Plymouth, Michigan. This is not a competitive solicitation, though the government will consider all responses from interested parties. The contract encompasses the purchase of a specialized laser system with specific technical requirements including 1070nm wavelength, multi-mode power capability of 10-100%, associated equipment, shipping, installation, and training services. The system will be delivered to the Naval Medical Research Unit San Antonio (NAMRU-SA) at JBSA Fort Sam Houston, Texas, with an anticipated 12-month performance period spanning fiscal years 2025-2026. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 5860 for Stimulated Coherent Radiation Devices.
The primary objective of this procurement is to support high-power exposure research at the Tri-Service Research Lab facility to determine acute and long-term health effects on Department of Defense personnel engaged in routine and expeditionary operations. The sole source justification is based on Coherent being the only vendor capable of providing a laser system compatible with the facility's 480V power supply requirement, as confirmed through market research conducted between October-December 2024. Interested contractors must respond by July 16, 2025, and the system must include specific components such as a 200um fiber cable (20m length), laser cooling tubes, and require onsite installation by a certified technician. The procurement is structured to minimize disruption to ongoing NAMRU-SA research projects while providing the specialized equipment necessary for directed energy research initiatives. All responses will be evaluated despite the sole source nature of the intended award.
Notice text
The Naval Medical Research Center intends to award a sole source contract to Coherent, NA, Plymouth, Michigan 48170. This is not a request for competitive proposals; however, if interested, the government shall consider all responses.
The requirement is for a contract for the purchase of one 10kW fiber optic laser system (1070nm multi-mode power 10-100%), associated hoses and cables, shipping, installation, and training. The Tri-Service Research Lab (TSRL) facility, where the NAMRU-SA DE directorate is located, can only support a 480V supply, so the laser system must be configured to provide that same voltage. This system is used for high-power exposure research to determine acute and long-term health effects, for Naval Medical Research Unit, San Antonio, TX. This will support NAMRU-SA research projects with marginal disruption. POP: FY 25 - FY 26; The anticipated period of performance is a base period of 12 months, with no option years.
