About this file

This document is a Justification and Approval (J&A) for a sole source contract by the Naval Medical Research Unit San Antonio (NAMRU-SA). The contract is for a single 10kW fiber optic laser system from Coherent NA Inc, located in Plymouth, Michigan, with a 12-month performance period in fiscal year 2025. The specific laser system requirements include a 1070nm wavelength, multi-mode power of 10-100%, 200um fiber cable (20m length), laser cooling tubes, 480V power supply, shipping, onsite installation, and training by a certified Coherent technician.

The procurement is being pursued as a sole source contract under 10 U.S.C. 2304(c)(1) because Coherent is the only vendor that can provide a laser system compatible with the Tri-Service Research Lab's 480V power supply. Market research conducted between October-December 2024 confirmed no other companies can meet all technical specifications. Other potential vendors like Trumpf and IPG Photonics were found to have incompatible wavelength or power supply configurations. The estimated contract value was redacted in the document, and the government intends to conduct a price analysis to ensure fair and reasonable pricing before award.

JUSTIFICATION & APPROVAL FOR USE OF OTHER THAN FULL & OPEN COMPETITION

I. Identification of the agency and the contracting activity, and specific identification of the document as a "Justification for other than full and open competition."

This Justification and Approval (J&A) is executed by the Naval Medical Research Command (NMRC), 503 Robert Grant Avenue, Silver Spring, MD 20910, on behalf of the requesting agency, Naval Medical Research Unit San Antonio (NAMRU-SA), 3650 Chambers Pass, Building 36 l0, JBSA Fort Sam Houston, TX 78234.

2. Nature and/or description of the action being approved.

Approval is requested on a sole source basis to award a single one-year contract to Coherent NA Inc for a JOkW fiber optic laser system (1070nm multi-mode power 10-100%). The proposed source is Coherent NA Inc and its address is 40984 Concept Drive Plymouth, MI 48170. The Government intends on awarding a Finn Fixed Price contract.

3. A description of the supplies or services required to meet the agency's needs (including the estimated value).

The Naval Medical Research Unit San Antonio (NAMRU-SA) conducts gap driven combat casualty care, craniofacial, and directed energy research to improve survival, operational readiness, and safety of Department of Defense personnel engaged in routine and expeditionary operations. To that end, a lOkW fiber optic laser system is necessary to complete experimental protocols for high energy laser studies, in furtherance of the NAMRU-SA Directed Energy (DE) mission. This system will be used for high-power exposure research to detennine acute and long-term health effects of directed energy. Specifically, the deliverables will be:

A. One(!) I0kW fiber optic laser system

a. 1070nm wavelength

b. 2.1.b. Multi-mode power (10-100%)

c. 2.1.c. Fiber cable (200 um; 20m length)

d. 2.1.d. Laser cooling tubes for chiller

e. 2.1.e. 480V power supply Shipping

B. Onsite installation by a certified Coherent technician C. Onsite training to DE personnel by a certified Coherent technician

The period of performance for this contract is anticipated to be 12 months.

Estimated Dollar Value.

The estimated value of this contract is $XXXX

4. An identification of the statutory authority permitting other than full and open competition.

The statutory exception pcnnitting other than full and open competition for this acquisition is 10 U.S.C.

2304(c) (1) as implemented by FAR 6.302-1 ; on!y one responsible source and no other supplies or services will satisfy agency requirements.

Page 2 FY'25

5. A demonstration that the proposed contractor's unique qualifications or the nature of theacquisition requires use of the authority cited.

While other companies supply l0kW fiber optic laser systems at the 1070nm wavelength, only Coherent can provide the exact power supply required. The Tri-Service Research Lab (TSRL) facility, where the NAM RU-SA DE directorate is located, only supports a 480V power supply to safely operate and not damage equipment. Coherent confirmed that their laser system is configured to run at 480V, therefore meeting the Government's requirements.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.

Market research was performed, the results of which are in paragraph 8. Upon completion of market research, it was determined that Coherent NA Inc is the only qualified company to execute the contract. No other known sources have demonstrated an ability to provide this product, and no other source is expected to express interest in this effort.

7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer shall determine the anticipated cost to the Government of the supplies/services covered by this Justification and Approval will be fair and reasonable by conducting a price analysis prior to award.

8. A description of the market research conducted (see Part I 0) and the results or a statement of the reason market research was not conducted.

Market research was conducted by technical experts in the October-December 2024 timeframe. This research consisted of literature reviews, patent searches and Google search engines. The Google search engine was utilized using the following search words: high-energy fiber optic laser 1070nm. Based on the existing laser systems found and subsequent responses to enquiries, Coherent NA Inc is the only source that can meet the Government's requirements. The results of the market research are attached.

9. Any other facts supporting the use of other than full and open competition.

None.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

To date, the companies Trumpf, Coherent NA Inc, and IPG Photonics have written to express an interest.

However, Trumpf does not provide the correct wavelength (1030nm) and IPG Photonics does not provide the correct power supply (400V-460V). This requirement will be posted on FedBizOpps in accordance with FAR

5.203. Any sources expressing interest in response to the synopsis will receive consideration.

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

Future requirements will be synopsized in accordance with FAR 5.203.

12. Point of Contact.

The point of contact at the Naval Medical Research Command, Silver Spring, MD, regarding the contents of the sole source justification are the Contracting Officers in the Material Management Department (MMD) and can be reached by emailing usn.detrick"nmrc.mbx.mmd-contracts@health.mil.
