SOLICITATION (Redstone Arsenal, AL) SPE600-15-R-0515


Defense Logistics Agency (DLA) Energy is issuing a Request for Proposal (RFP) for Contractor-Owned, Contractor-Operated (COCO) Retail services for the receipt, storage and issue of bulk jet fuel (JP8), ultra-low sulfur diesel, MUR, and E85 fuels. The Service Provider (SP) shall perform services to include fuel operations, maintenance, support operations, management, and administration pertaining to the receipt, storage, handling, and issue of Government-Owned Fuel Product at Redstone Arsenal, AL.


The SP shall establish, operate, and maintain one COCO bulk and Alongside Aviation refueling service point and one retail service point at sites designated by the Government. Specific requirements for each site will be listed in Appendix D of the Performance Work Statement (PWS) which shall be posted at issuance of the solicitation.


The SP will provide fuels management services to include alongside aircraft fuel delivery, operation and maintenance of bulk fuel facilities, inventory accountability, fuel operations, produce receipts, bulk product issues, automated dispensing key management, product quality, and environmental compliance at Redstone Arsenal, AL using best commercial standards. The SP shall be responsible for and furnish as required all personnel, equipment, material and/or facilities necessary for providing these services.


DLA Energy will follow source selection procedures utilizing the Trade-Offs Process in accordance with FAR 15.101-1 for this acquisition. The expected period of performance is January 4, 2016 through January 3, 2020 (4 years) with three, five-year options from January 4, 2020 through January 3, 2025 (First Option), January 4, 2025 through January 3, 2030 (Second Option), and January 4, 2030 through January 3, 2035 (Third Option).


This solicitation will be conducted using unrestricted full and open competition. The NAICS Code is 493190 and the threshold for small business is $27,500,000.00 in annual receipts. All responsible offerors may submit an offer for consideration.


DLA Energy will be conducting a pre-proposal conference and site visits at Redstone Arsenal, AL on June 30, 2015. The pre-proposal conference/site visits will commence at 0800 hours local Redstone Arsenal time on Tuesday, June 30, 2015 and will be held in Building 3631. Preregistration is required. Interested parties (limited to 3 per company) must submit names, company, email addresses, and phone numbers to the Contract Specialist, Ms. Tina Frison at Tina.Frison@dla.mil NLT 1200 hours (local VA time) on Thursday, June 25, 2015.


All attendees without a Common Access Card (CAC) or Military ID must have a background check conducted. They must return the background check form uploaded as an attachment to this webpage to Mr. McNair (david.l.mcnair.civ@mail.mil) or Ms. Sherrell (agrippa.c.sherrell.civ@mail.mil) NLT close of Business (COB), EST, on Thursday, June 25, 2015. Attendees without a CAC or Military ID must proceed to the welcome center outside of gate 9, Building 4122 to receive an access badge.
