Place of performance is Edwards Air Force Base, California. The NAICS code is 333998, All Other Miscellaneous General Purpose Machinery Manufacturing; PSC code is 5999, Miscellaneous Electrical And Electronic Components.
Contractor shall fabricate 8-layer PCBs measuring 10.1 x 5.5 inches with 1-ounce finished copper weight from a domestic manufacturer compliant with IPC-6012 Class 3 standards. PCB materials must include flame-resistant laminate per IPC-2221 and IPC-4101/24 specifications with glass transition temperature of 140°C or greater. Technical specifications require hole positioning within 0.005-inch radius of true position, layer-to-layer registration within 0.007 inches diameter, conductor widths and spacing within +/-0.0015 inches, warp or twist not exceeding 1%, and maximum burr size of 0.015 inches. Prototype units (minimum 10 units, at least two batches of 5 each) require white solder mask with black silkscreen; production units (50 units) require yellow solder mask per IPC-SM-480 Class H with black silkscreen and plugged via holes. All boards must undergo 250VDC HIPOT testing and flying probe testing with certificates of compliance and test reports submitted with each lot. PCBs shall be assembled per IPC-A-610 Class 3 standards.
Delivery schedule specifies prototype PCBs within 3 weeks from contract award, prototype revisions within 3 weeks of receiving revised design, and production PCBs within 5 weeks from final design confirmation. Quotes must remain valid for 30 days and include two points of contact, CAGE Code/UEI, ARO delivery time, and FOB Destination pricing. Payment terms are NET 30.
