About this opportunity
The Department of the Air Force Materiel Command Test Center is seeking to procure NIST-traceable Type-E coaxial Chromel-Constantan thermocouples for use in the Hypervelocity Wind Tunnel No. 9 (Tunnel 9), a hypersonic ground-test facility operated by the Arnold Engineering Development Complex (AEDC) in White Oak, Maryland. These thermocouples are critical components used for heat transfer measurements and temperature data collection during aerodynamic testing and validation of computational fluid dynamics simulations at Mach numbers ranging from 7 to 18. The government plans to award up to two firm-fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with a five-year ordering period, with each delivery order to be competitively awarded using Lowest Price Technically Acceptable (LPTA) selection criteria. Vendors must provide technical drawings for each thermocouple configuration, submit pricing information including shipping and taxes, and be registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF). The original proposal deadline of September 19, 2025, was extended to October 7, 2025, with questions due by September 12, 2025, and the contract minimum established at $4,000 in aggregate orders.
This solicitation (FA9101-25-Q-B086) is designated as a Women-Owned Small Business (WOSB) set-aside with no incumbents identified in the materials provided. The government is seeking three specific thermocouple configurations: a 0.061" diameter, 0.375" length model with estimated maximum yearly quantity of 180 units; a 0.031" diameter, 0.375" length model with maximum yearly quantity of 20 units; and a 0.061" diameter, 0.500" length model with maximum yearly quantity of 20 units. All thermocouples must feature Teflon insulation, epoxy potting, and Type-E thermocouple wire specifications with a transition from sensor to wire less than 0.15" long. Delivery will be FOB Destination to the Arnold Engineering Development Complex in Silver Spring, Maryland, with payment to be made via Wide Area Work Flow or Governmentwide Commercial Purchase Card. The solicitation applies to NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a small business size standard of 600 employees.

22 September 2025 - Amendment 1 with questions and answers, updated repsonse date and updated Attachment 2 posted.
Hypervelocity Wind Tunnel No. 9 (Tunnel 9) is located in White Oak, Maryland and is part of United States Air Force Arnold Engineering Development Complex (AEDC). It is a unique world-class ground-test facility with a blowdown capability that uses gaseous nitrogen as the working fluid and operates at Mach numbers of 7, 8, 10, 14, and 18. Tunnel 9 provides critical aerodynamic test and evaluation (T&E) data necessary for vehicle development. Tunnel 9 is used for hypersonic ground testing and the validation of computational fluid dynamics (CFD) simulations. Coaxial Thermocouples are critical components to testing operations. Full details of the requirement may be found in the attached documents.
