FA9101-25-Q-B086, Coaxial Thermocouple IDIQ
This is a Request for Quote (RFQ) and the solicitation number for this requirement is FA9101- 25-Q-B086.
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 effective 07 Aug 2025, Defense Federal Acquisition Regulation Supplement (DFARS) 01/17/2025 effective 17 Jan 2025, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) 2024-1016 effective 16 Oct 2024.
The North American Industry Classification System code (NAICS) is 334519, Other Measuring and Controlling Device Manufacturing, with a Small Business Size Standard of 600 employees.
DESCRIPTION: Hypervelocity Wind Tunnel No. 9 (Tunnel 9) is located in White Oak, Maryland and is part of United States Air Force Arnold Engineering Development Complex (AEDC). It is a unique world-class ground-test facility with a blowdown capability that uses gaseous nitrogen as the working fluid and operates at Mach numbers of 7, 8, 10, 14, and 18.
Tunnel 9 provides critical aerodynamic test and evaluation (T&E) data necessary for vehicle development. Tunnel 9 is used for hypersonic ground testing and the validation of computational fluid dynamics (CFD) simulations. Coaxial Thermocouples are critical components to testing operations. Full details of the requirement may be found in the attached documents.
SET-ASIDE: This acquisition is full and open competition.
EVALUATION FACTORS FOR AWARD:
1. The Government plans to award up to two (2) firm-fixed-priced (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract resulting from this request. The ordering period for this contract shall be five (5) years after receipt of award. The vendor shall provide a statement agreeing to the required ordering period.
2. The vendor shall provide drawings for each coaxial thermocouple to validate all requirements are met in Attachment 1 - AEDC Tunnel 9 Coaxial Thermocouple Requirements Sheet.
3. The vendor shall provide the Government with their pricing information, shipping and applicable taxes (if any) shall be included in each part's total evaluated price.
a. The vendor shall submit their pricing for the two seed projects in Attachment 2- Coaxial Thermocouple Pricing Sheet-Final. The delivery orders will be awarded using the Lowest Price Technically acceptable (LPTA) selection criteria.
b. Orders shall be paid via Wide Area Work Flow or Governmentwide Commercial Purchase card.
c. Total evaluated delivery order price shall be established by the sum of CLINs 0001- 0003 on each separate delivery order.
4. The vendor shall acknowledge that once the Government has placed order(s) in excess of $4,000.00 or more, the overall contract minimum has been satisfied and the Government shall not be required or obligated to place additional orders through the contract.
5. The award will be made to the perspective and responsible vendor(s), whose quote conforms to the solicitation, while being most advantageous to the Government, along with negotiated price and other factors considered.
DELIVERY LOCATION: Items will be FOB Destination to Arnold Engineering Development Complex, Federal Research Center at White Oak, 10905 New Hampshire Ave, Silver Spring, MD 20903-1050.
DEADLINES:
Questions and Answers: All questions are due, in writing, no later than 12 September 2025 at 10:00 AM CST. They may be sent to the Contracting Officer via email. The Government will not respond to questions received after this date and time. The Government will post answers to the FBO website within three (3) business days following receipt of questions.
Receipt of Offers: Offers are due 19 September 2025 at 10:00 AM CST. Proposals may be emailed to Andrew C. Waggoner, Contract Specialist, at andrew.waggoner.3@us.af.mil and Robert T. Mosley, Contracting Officer, at robert.mosley.3@us.af.mil. Proposals received after this date and time will not be reviewed. Please allow sufficient time for the proposal to be delivered through email servers.
PROPOSAL SUBMISSION INFORMATION: Proposals can be emailed to the address identified above. The offeror is required to complete Attachment 1 – Coaxial Thermocouple Pricing Sheet.
SAM/DUNS/WAWF: All offers must list the UEI number, CAGE code, and Federal TIN with Company name, POC, and phone number. If you need to obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Workflow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.
By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final mailto:andrew.waggoner.3@us.af.mil mailto:robert.mosley.3@us.af.mil payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation in accordance with FAR 52.204-7 – System for Award Management. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. Processing time, which can take up to 14 business days, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.
RERESENTATIONS AND CERTIFICATIONS: Offerors are advised to include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications, with the proposal or confirmation that they are current and complete via the SAM website.
