About this opportunity
The U.S. Army Corps of Engineers, Jacksonville District, is soliciting bids for the Coastal Storm Risk Management Project at Hutchinson Island in St. Lucie County, Florida. The project involves constructing a dune and beach berm along approximately 3.4 miles of shoreline, requiring the dredging of beach-compatible sand from offshore borrow areas A1 and A2 located 3.8 nautical miles offshore in federal waters. Key contract requirements include comprehensive environmental monitoring with endangered species observers, sea turtle trawl sweeping, turbidity monitoring, beach tilling, screening, and the construction of a 0.97-acre mitigative artificial reef to offset hardbottom impacts. The procurement follows a sealed bidding process under FAR Part 14, with liquidated damages set at $5,533 per calendar day for delays, and contractors must perform at least 30% of the work directly. The solicitation closed on September 2, 2025, with a bid guarantee requirement of 20% of bid price or $3,000,000, whichever is less.
This procurement does not utilize any small business set-aside designations and falls under NAICS code 237990 with a small business size standard of $37 million. Four contractors submitted bids ranging from $13,519,600 to $20,906,500, including Weeks Marine Inc., Great Lakes Dredge & Dock Company, and Manson Construction Co., alongside an Independent Government Estimate. The contract includes 15 line items covering various aspects of beach restoration work, with the overall project value estimated between $10-25 million. Performance is scheduled from the Notice to Proceed (anticipated October 23, 2025) through April 30, 2026, with full demobilization required by June 30, 2026. The work will be performed in St. Lucie County, Florida, with placement occurring between Florida Department of Environmental Protection Range Monuments R-98 to R-01, and includes multi-year environmental monitoring requirements extending beyond the construction completion date.
