About this opportunity
The United States Coast Guard Research and Development Center seeks to award a firm-fixed price contract for a low cost maritime domain awareness pilot study. The solicitation requests proposals to demonstrate an existing unmanned surface vessel system for 30 days of autonomous operation in Hawaiian waters, detecting maritime targets and transmitting data to the Coast Guard and partners. Proposals are due in three volumes by December 2nd and 31st, 2019, and will be evaluated based on the proposed system's suitability, logistical approach, experience, and total price. The period of performance is from February 2020 to April 2021.
There is no set-aside designation. The solicitation anticipates awarding to a single contractor, with potential additional awards, to transport, operate, and remove their unmanned vessel system south of Oahu from July 15, 2020 to April 2021. The contractor must establish a demonstration control center on Oahu to monitor detections and brief observers daily for the 30-day period while conveying two government personnel. The place of performance will be in waters south of Oahu, Hawaii.
