About this file

This document contains questions and answers regarding a solicitation issued by the United States Coast Guard Research and Development Center. The solicitation seeks proposals for a low cost maritime domain awareness pilot study. Key details include that the solicitation will be awarded as a firm-fixed price contract to a single contractor, with the potential for multiple awards if worthy systems are identified. Proposers should submit responses in phases according to the dates specified in the attachments. The document clarifies that small business subcontracting plans can be submitted separately and will not count against page limits, and that section 508 standards submissions also will not count against page limits. The solicitation number is 70Z02319RPE6R0100.

Question:

Per solicitation, a Small Business Subcontracting Plan is required. Should this document be submitted separately as a stand-alone file? If not, please advise on which Volume it should be included in and any effect on page-count.

Answer:

This can be sent as a stand-alone file, however, if it is included in a specific Volume, that is fine too. It will not be included in the page count.

Volume III Factor 4 states that offeror shall complete Attachment A. This implies that Volume III consists of Attachment A, however, the solicitation also states "Volume III shall contain the offeror's price. The price volume shall not exceed one (1) page-excluding Attachment A Price Input." Please advise on what information is required for Volume III for the one (1) page.

Volume III consists of Attachment A. I allowed an additional one page in the event the vendor wanted it or needed it to discuss any pricing strategies.

Should the Cover Letter for Phase 2 (Vols II and III) be submitted as a stand-alone document or included in one of the Volumes?

Your choice.

Solicitation section "508 Instructions to Offerers" seems to require submission of ACRs and other information "...the offeror shall provide an acknowledgement of the Section 508 requirements and a detailed explanation of the Offerors plan to ensure conformance with the requirements. The Offeror shall also describe the evaluation methods that will be used to validate for conformance to the Section 508 Standards." However this is not listed anyplace in the instructions for the Volume submissions. Is some submission relative to 508 required and if so in which Volume and how does this impact the page count?

The verbiage pertaining to Section 508 is not derived from the Coast Guard. Any submission of Section 508 standards will not be counted against the maximum page limit.
