About this opportunity

The Federal Highway Administration is preparing to procure reconstruction and rehabilitation of Blue Mesa Road and intends to solicit this highway construction project, with a pre-solicitation notice response deadline of August 18, 2026. The agency is gauging sufficient interest from qualified small business prime contractors—including HUBZone small businesses, women-owned small business concerns, 8(a) small businesses, and service-disabled veteran-owned small businesses—to determine whether to set aside the solicitation in one of these socioeconomic categories.

Interested firms must demonstrate bonding capacity of at least $10 million for a single project and aggregate bonding capacity, verified by a bonding agent letter. Prime contractor experience on road construction projects of equal or greater value and scope is required, specifically in reconstruction or rehabilitation work replacing an existing gravel roadway with asphalt concrete pavement. Firms must demonstrate experience in construction phasing, temporary traffic control, and timely completion.

Responding firms must submit, by email to CFLAcquisitions@dot.gov (Attn: Stephanie Navarro) by 2 p.m. Denver time on August 18, 2026: a positive statement of intent to bid as prime contractor; a list of applicable socioeconomic certifications; the bonding agent letter; and a detailed project list showing prior prime contractor experience meeting the specified scope. Firms must clearly distinguish whether they served as prime contractor or subcontractor on referenced projects. SBA size status misrepresentation carries penalties under 13 CFR 121.108.
