About this opportunity

The Department of Agriculture Forest Service seeks establishment of a Firm-Fixed Price, Requirements, Non-Personal Services contract for water sample testing at Chugach National Forest in Southcentral Alaska, with proposals due September 16, 2026. This is a 100% small business set-aside, and offerors must be registered in SAM.gov as small businesses under NAICS 541380.

The contractor's laboratory facility must be located within 120 driving miles of both Girdwood and Moose Pass. The contractor may use an ADEC-certified subcontract laboratory at that location, provided the prime retains full responsibility for contract performance, quality control, compliance, and invoicing. Testing scope includes Coliform, Nitrate, Lead and Copper, Volatile Organic Compounds, Arsenic, and additional regulated inorganics across eight sampling sites in three ranger districts. The contractor furnishes all labor, materials, equipment, sample containers, forms, coolers, and ice packs. Test results must be submitted within 10 business days for Coliform and 15 business days for all other testing. Alaska Department of Environmental Conservation (ADEC) certification for drinking water testing is required.

The contract runs from September 28, 2026, through August 31, 2027 (base period), with four optional 12-month renewal periods through August 31, 2031. Orders are subject to minimum $2,500 and maximum $18,000 per single item or $36,000 for combinations. Service Contract Labor Standards apply; Laboratory Technicians are rated at $37.27 per hour plus fringe benefits.

Evaluation weights price as the primary factor, with technical capability (service plan, equipment/materials, certifications, and laboratory location—all sub-factors must be acceptable) and past performance (quality, timeliness, business practices, and customer satisfaction from the past three years) as supporting factors. The Government expects 98% acceptable performance. Questions are due September 8, 2026, at 1:00 PM Alaska time; answers post by September 10. CNF WATER SAMPLE TESTING

This solicitation is to establish a Firm-Fixed Price, Requirements, Non-Personal Services contract for water sample testing for the Forest Service, Chugach National Forest (CNF), Southcentral Alaska.

Purpose: The purpose of this contract is to ensure compliance with federal and state drinking water regulations, obtain certified laboratory analyses, maintain operational readiness, and protect public health at forest service facilities.

Description of Services: The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and all other items and non-personal services necessary to perform water sample testing for the Forest Service, Chugach National Forest, located in Southcentral Alaska. Services shall include the testing and analysis of water samples for
specified contaminants, including Coliform, Nitrate, Lead and Copper, Volatile Organic Compounds (VOCs), Arsenic, and any additional testing required to ensure safe drinking water throughout Southcentral Alaska. 

Place of Performance: The work shall be performed at the contractor’s designated laboratory facility within 120 driving miles of both Girdwood and Moose Pass.

Contract Type: The Government will award a Firm-Fixed Price, Requirements, Non-Personal Services contract with up to a 5-Year Ordering Period. Performance shall be made only as authorized by Task Orders issued IAW the Ordering Clause. Subject to any limitations in the Order Limitations Clause or elsewhere in this contract, the contractor shall furnish to the Government all services specified in the Schedule of Items and called for by orders issued IAW the Ordering Clause.

Amendment 0001: The solicitation has been amended to extend the due date for receipt of offers to Wednesday, September 16, 2026, and to provide responses to questions submitted by offerors. All other terms and conditions remain unchanged.
