Solicitation – Questions and Answers CNF Water Sample Testing
The following questions were submitted by offerors in response to Solicitation 1240BF26Q0055, CNF Water Sample Testing, posted on SAM.gov on Monday, August 31, 2026. Answers were prepared and reviewed by the Contracting Office.
1. Question: Is this solicitation intended to establish a new contract or a follow-on contract? If its for a follow-on contract, please provide the current or previous contract number.
Answer: This solicitation is intended to establish a new contract.
2. Question: Are offerors required to be registered in SAM.gov to submit their offer?
Answer: Yes. For contracts above the micro‑purchase threshold and performance within the United States, offerors must be registered in SAM.gov. If you intend to submit an offer, please ensure your registration purpose is set to “All Awards.”
3. Question: Is a CAGE code required to submit an offer?
Answer: Yes. A CAGE code is required as part of your SAM.gov registration if you intend to submit an offer on a federal contract or grant. It must be provided prior to award for any contract above the micro-purchase threshold where SAM registration is required. You will receive your CAGE code automatically—typically 2 to 5 business days after completing registration in SAM.gov.
4. Question: I noticed that the contract will be set aside for small businesses. To submit an offer, do we need to be certified as a small business for the NAICS specified in the solicitation? What if we are submitting an offer as a Prime Contractor?
Answer: Yes. This requirement is a 100% Small Business Set‑Aside. Before submitting your offer, please ensure your FAR 52.212‑3 Representations and Certifications are current and reflect the NAICS code associated with this solicitation.
If you are submitting as a Prime Contractor, you must qualify as a small business under the NAICS specified in the solicitation.
5. Question: Can you provide a cost estimate or a cost range for the project?
Answer: Cost estimates prepared by the Government are for Government use only.
6. Question: Can you provide a planholders list, offerors list, vendors list, or mandatory prebid list?
Answer: There is no planholders list, offerors list, vendors list, or mandatory pre-bid list available for this solicitation.
7. Question: How and where can I submit my quote?
Answer: Quotes must be submitted via email. Please refer to pages 1 and 9–11 of the Provision and Clauses document within the solicitation for detailed submission instructions.
8. Question: Can you provide any addenda that have been released?
Solicitation Number: 1240BF26Q0055 Page 2
Answer: Any addenda, changes, or amendments to the solicitation will be posted on SAM.gov to ensure all vendors receive information fairly and simultaneously.
9. Question: The solicitation states that the offeror shall submit copies of valid licenses, endorsements, and certifications, and that all submitted credentials must demonstrate authorization to operate within the State of Alaska. Can the Prime Contractor satisfy this requirement using the licenses, endorsements, and certifications of a proposed Subcontractor that will perform the field services, while the Prime Contractor retains responsibility for contract administration, subcontractor management, quality control, Government communication, compliance, and invoicing? If so, should these credentials be included in the offeror’s Technical Capability submission?
Answer: Yes. If the Prime Contractor is responsible for contract administration and the Subcontractor will be performing all field services, the Prime Contractor may submit the Subcontractor’s licenses, endorsements, and certifications with its offer.
10. Question: Question: The PWS defines “Contractor” as the Prime Contractor and states that the contractor shall perform all required testing and analysis at the contractor’s designated laboratory facility. May the Prime Contractor satisfy this requirement through an ADEC-certified subcontract laboratory located within 120 driving miles of both Girdwood and Moose Pass, while remaining fully responsible for contract performance?
Answer: Yes. If the Prime Contractor is responsible for contract administration and the Subcontractor will be perfoming all testing and analysis, then the Subcontractor must be an ADEC-certified laboratory located within 120 driving miles of both Girdwood and Moose Pass.
11. Question: Can you extend the solicitation deadline to allow adequate time to incorporate the Government’s response into our proposal?
Answer: Yes. The solicitation will be extended until Wednesday, September 16, 2026; however, the response time remains unchanged.
