About this opportunity

The U.S. Department of State, through the U.S. Embassy in Libreville, Gabon, is seeking contractors to repair the south perimeter wall at the Chief of Mission Residence (CMR). The project involves addressing vertical and horizontal cracks and water infiltration issues in a 61.05-meter long masonry wall that varies in height from 2.71 to 3.18 meters with a thickness of 0.19 meters. The scope includes extending concrete posts, replacing the concrete beam, replacing 50% of the top wall section using industrial bricks, and painting the entire 172.45 square meter wall surface to match existing latex paint. The government intends to award a firm fixed-price purchase order to the responsible company submitting the lowest-priced, technically acceptable offer, with evaluation criteria focusing on price, technical compliance, and routine maintenance services capability. Contractors must submit separate technical and commercial offers by August 20, 2025, and are required to be registered in the System for Award Management (SAM) database and obtain an NCAGE code prior to award.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors. No incumbent contractors or current service providers are identified in the documentation. While specific award values or budget ranges are not disclosed, the contract requires completion within 30 days of award, with payment terms of net 30 days and offer validity of 30 days. A mandatory site visit is scheduled for August 14, 2025, to allow contractors to assess the work requirements firsthand. The place of performance is the U.S. Embassy compound in Libreville, Gabon, specifically at the Chief of Mission Residence located at BP. 4000 Quartier Sabliere, with emphasis placed on maintaining privacy and minimizing disruption to the residence during renovation activities.
