About this opportunity

The U.S. Geological Survey's Geology, Energy & Minerals Science Center is procuring laboratory analysis services for clumped isotope geochemical analyses of carbonate mineral samples, including rocks, sediments, veins, and fossil specimens, through a five-year Blanket Purchase Agreement (BPA). The selected contractor must demonstrate a proven history of measuring clumped isotope compositions (D47 and D48) and stable isotopic compositions (d13C and d18O) in a timely and properly documented manner, meeting state-of-the-art analytical precision and following community-accepted InterCarb standardization practices. Evaluation criteria emphasize technical capability, with preference given to laboratories performing all work in-house without subcontractors and those capable of measuring small samples (less than 500 micrograms of carbonate mineral powder replicates). Additional preference is awarded to laboratories able to measure magnesite powders in-house. The current deadline for quote submission is April 1, 2026, at 10:00 a.m. Pacific Time, with quotes to be emailed to dparkin@usgs.gov. The solicitation has been amended three times, with the most recent amendment issued on March 25, 2026, updating the Performance Work Statement, Pricing Schedule, and evaluation criteria.

This acquisition is full and open to all responsible sources following Amendment 0001, which removed the initial small business set-aside designation. No incumbent contractor is named in the solicitation documents. The BPA has a total not-to-exceed value of $49,999.00 over the five-year performance period with no minimum or maximum order amounts per year, allowing flexibility based on the government's actual sample analysis needs. Contractors must submit unit pricing per sample, with BPA calls processed as fixed-price orders and all charges processed through individual call obligations rather than upfront funding. Work shall be performed at the contractor's laboratory facility, with results delivered to support USGS publications, peer-reviewed scientific articles, and data releases. All vendors must be registered in SAM.gov to be eligible for award, and the NAICS code is 541380 (Testing Laboratories) with a small business size standard of $19.5 million.
