About this file

This is a FAR Clause 52.212-2 evaluation criteria document for a Blanket Purchase Agreement (BPA) solicitation for clumped isotope geochemical laboratory analysis services. The evaluation criteria prioritize technical capability, with preference given to vendors who perform all work in-house within a specialized isotope geochemical laboratory without reliance on third-party subcontractors. Additional preference is granted to laboratories capable of measuring small samples, though the clause excerpt is incomplete and does not specify the exact sample size threshold.

The underlying BPA, solicitation number 140G0126Q0017, is issued by the USGS Geology, Energy & Minerals Science Center for a five-year term with no options and no minimum or maximum order amounts. The BPA seeks clumped isotope geochemical analyses of carbonate mineral samples, including rocks, sediments, veins, and fossil specimens, with a total ceiling not to exceed $49,999 over five years. Vendors must bid unit price per sample with fixed-price calls issued as needed. The acquisition was originally a total small business set-aside under NAICS code 541380 (size standard $19.5 million) but was amended to full and open competition. The closing date, most recently extended per Amendment 0003, is April 1, 2026, 10:00 am Pacific time. Quotes must be emailed to dparkin@usgs.gov, and all vendors must be registered at SAM.gov to be awarded the contract.

E.5 52.212-2 Evaluation - Commercial Products and Commercial Services. (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Technical Capability

- The Government will evaluate the offeror's demonstrated ability to meet the performance requirements described in the Statement of Work.

· Preference will be given to vendors who will perform all work in-house in a specialized isotope geochemical laboratory without reliance on third party vendors.

· Preference will be given to laboratories that can measure small samples (<500µg carbonate mineral powder replicates) on instruments optimized for high precision clumped isotope analyses.

· Preference will be given to laboratories that can measure magnesite powders in-house.

(ii) Past Performance

- Offeror must provide three references from academic or government institutions for similar sample preparation work completed within the past 36 months.

(iii) Price

(Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.) Technical and past performance, when combined, are approximately equal when compared to price. (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
