About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center has issued a Request for Information (RFI) to gather market intelligence for the Cloud Based Command and Control Plus (CBC2+) Voice Communications requirement under the Advanced Battle Management System (ABMS) program. The Air Force seeks a voice and radio communications software application that can rapidly integrate and manage both internal and external communications while scaling to support enterprise-level operations across multiple classification and releasability levels in cloud and edge environments. The optimal solution must enable real-time communication of time-sensitive information and maintain operational capability in denied, degraded, intermittent, and low bandwidth conditions. The system requires a unified communications interface that seamlessly integrates voice and radio communications across various radio systems and communication platforms. Responses to this pre-solicitation RFI are due September 5, 2025, following an amendment that extended the original deadline.
This opportunity does not include any set-aside designation, making it open to full and open competition among eligible contractors. The RFI does not specify any incumbent contractors, potential award values, or budget ranges, as this is an information-gathering phase prior to formal solicitation. No specific quantities or service timelines are provided in this pre-solicitation notice, though the emphasis on scalability suggests the requirement may involve enterprise-wide deployment across Air Force operations. The opportunity falls under NAICS code 334290 for Other Communications Equipment Manufacturing and PSC code 7G20 for IT and Telecom Network Analog Voice Products. The RFI represents an early market research phase designed to inform the government's acquisition strategy for this critical communications capability.

22 AUG 2025 AMENDMENT - Response date extended to 5 September 2025.
This Request for Information (RFI) is intended to gather information for the Department of the Air Force (DAF) Battle Network’s Advanced Battle Management System (ABMS) Cloud Based Command and Control Plus (CBC2+) objectives. This RFI captures the need for a voice & radio communications software application that supports rapid integration and management of internal and external voice and radio communications, can scale to support the larger enterprise, and operate at multiple classification and releasability levels in both a cloud and edge environment. The optimal communications suite would allow operators to pass and receive real-time, time sensitive information and be able to withstand denied, degraded, intermittent and low bandwidth situations. The technology would grant operators access to external communications through a unified communications interface and seamless integration of voice and radio communications, including various radio systems and communication platforms.
