About this opportunity
Naval Special Warfare Command seeks climbing rock wall inspection, maintenance, and repair services at its facility in Coronado, California, under a 100% small business set-aside IDIQ contract with proposals due August 5, 2026. This is a Women-Owned Small Business set-aside (though source language also states 100% small business without WOSB-exclusive language—documentation contains conflicting set-aside designations).
Place of performance is NSWCEN Medical, Coronado, California. The contract runs five years from July 31, 2026 through July 30, 2031, with a maximum value of $150,000 and a $1,000 minimum obligation. Work involves annual comprehensive inspections of a 42-foot outdoor climbing traverse wall (4 feet wide, 11.6 feet tall, 1,000 square feet of surface, 340 holds across 10 routes), delivered as an inspection report within 10 days of completion; route resetting during each annual inspection; and as-needed repairs negotiated separately via task orders. The contractor must provide all personnel, tools, parts, supervision, and travel costs within firm fixed prices and maintain a Quality Control Plan with safety incident reporting to the Technical Point of Contact within two working days. Access to the facility requires an escort at all times. No site visit is permitted before quotes are due, though photographs and Q&As (Amendment 3, posted July 27) are available; site visits are available for pre-bid assessment after quote submission. NAICS 811310; PSC J078. Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology, weighing technical submissions (six-page limit demonstrating capability) and pricing. Service Contract Act wage determination applies (California, San Diego County).
