About this opportunity

Place of performance is Panama City Beach Naval Support Activity, Florida, within five miles of the installation and accessible by standard commercial and government vehicles. The contractor must provide a minimum of 500 square feet of climate-controlled storage, configurable as two 10' × 25' units or five 10' × 10' units, maintaining temperatures between 55°F and 75°F with relative humidity not exceeding 50% continuously. All units must be fully enclosed, weather-resistant with sealed concrete floors, and free from pests, mold, mildew, and structural hazards. Mission-essential equipment stored includes outboard engines, inflatable watercraft, and operator tactical gear.

Security requirements mandate 24/7 unrestricted Government access via Government-controlled electronic gate codes and physical keys, perimeter fencing with electronic access gates, and continuous 24/7 video surveillance of all access points and unit exteriors. The Government applies its own locks to individual units and retains no access to locked areas. The contractor must report security breaches, theft, loss, or damage to the Contracting Officer's Representative within two hours of discovery and provide written reports within 24 hours. System outages affecting climate control, security, or access require notification within one hour. The contractor must maintain commercial insurance covering full property value against facility failure, fire, theft, and other insurable events.

The solicitation includes one base line item plus four one-year option line items under firm fixed-price arrangement, with total contract duration not to exceed 5 years 6 months. Evaluation is based on price reasonableness and past performance, with award to the offeror providing best value. Offerors must hold prices firm for 60 calendar days from the offer due date.
