Performance Work Statement Summary
This Performance Work Statement (PWS) establishes requirements for secure, climate-controlled storage services for mission-essential U.S. Air Force property at Panama City Beach NSA, Florida. The contractor must provide a minimum of 500 square feet of storage space, configurable as two 10' x 25' units or five 10' x 10' units, with dedicated climate control maintaining temperatures between 55°F and 75°F and relative humidity not exceeding 50% continuously. All storage units must be fully enclosed, weather-resistant with sealed concrete floors, and free from pests, mold, mildew, and structural hazards throughout the contract period. Mission-essential equipment includes outboard engines, inflatable watercraft, and operator tactical gear.
Security requirements mandate 24/7 unrestricted Government access via Government-controlled electronic gate codes and physical keys, perimeter fencing, electronic access gates, and continuous 24/7 video surveillance monitoring all access points and unit exteriors. The Government will apply its own locks to individual units, and the contractor retains no access to locked storage areas. The contractor must report any security breaches, theft, loss, or damage to the Contracting Officer's Representative (COR) within two hours of discovery and provide formal written reports within 24 hours. System outages affecting climate control, security, or access systems require notification within one hour. The storage facility must be located within five miles of Naval Support Activity Panama City, FL, accessible by standard commercial and government vehicles. The contractor shall maintain commercial insurance covering the full property value against facility failure, fire, theft, and other insurable events, with valuation to be provided upon contract award. Government personnel will handle all property management and inventory functions, and the contractor shall support periodic inspections as required.
