About this opportunity

The Department of Veterans Affairs, specifically the Clement J. Zablocki VA Medical Center Laboratory in Milwaukee, Wisconsin, is seeking sources capable of providing 10-color Flow Cytometry instrumentation with ancillary sample/reagent preparation equipment. This procurement is being conducted through the VA Great Lakes Acquisition Center and will utilize either a Cost per Patient Reportable Result (CPRR), Cost per Test (CPT), or fixed monthly lease arrangement rather than a capital purchase. The contract scope includes potential additions of new tests, reagents, and instrumentation as technology advances become available throughout the contract term. Interested vendors must submit electronic capability statements to Colby Pasholk by October 8, 2025, at 10:00 AM, including detailed company information, business classification, relevant experience, capabilities, past performance examples from the last two years, certifications, and customer references. The evaluation will focus on demonstrated qualifications for medical laboratory instrumentation procurement and the ability to support ongoing technological enhancements.

This opportunity does not utilize any set-aside designations and is open to all qualified contractors regardless of size, though vendors must specify whether they are large or small businesses in their capability statements. No incumbent contractors or current service providers are identified in the notice, and no specific award values or budget ranges are disclosed at this pre-solicitation stage. The anticipated contract structure will be a single award, firm-fixed price arrangement with one base year and four one-year option periods, potentially extending the total contract performance period to five years. The contract will be effective for the entire term including any additional extensions that may be exercised. This sources sought notice emphasizes that it does not constitute a formal solicitation and creates no obligation for the VA to award a contract or reimburse response preparation costs.
