Added: Apr 07, 2010 4:25 pm The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is seeking quotations from vendors to have storm water sewer lines and catch basins cleaned at the Approval & Certification Center (A&CC) located at 765 Technology Drive, Triadelphia, WV 26059. The number of sewer lines and catch basins will not exceed 65. QUOTES SHOULD INCLUDE THREE (3) LINE ITEMS: 1) MATERIALS; 2) HOURLY LABOR CHARGE AND 3) TRAVEL. Contractor will be required to provide all equipment necessary to perform all tasks outlined in the Scope of Work.

The Service Contract Act (SCA) applies to this requirement. A copy of the Wage Determination for Ohio County, WV is attached. Vendors must be registered in the Central Contractor Register (CCR) and supply DUNS and Tax ID number when submitting quotes.


Quotes must be submitted in MS Word Office 2003 compatible files. The font size should be at least a 10 point. NOTE: No Vista or Zip files should be submitted.


BIDS WILL BE BINDING. FAILURE TO ATTEND SITE VISIT WILL NOT BE CAUSE FOR MODIFICATION OF BIDS.


Offeror must adhere to Federal Government Regulations regarding travel and hotel expenses and daily meal allowances. The current lodging rate for this location is $99.00 with meal allowance of $46.00/day (3/4 day meal allowance on first and last days of travel). The work day schedule is 7:30 a.m. - 4:00 p.m. EST with one-half hour lunch. The work is not to exceed five (5) days or forty (40) hours. Work must commence within three (3) weeks of award.


Offerors are requested to submit any proposal questions regarding this solicitation no later than 10:00 a.m. EST, Friday, April 16, 2010 via e-mail to Contracting Officer, Jo D. Scott at scott.jo@dol.gov in MS Word Office 2003 compatible files with a font size at least a 10 point. No Vista or Zip files should be submitted. Questions submitted after April 16, 2010 will not be answered prior to the due date for receipt of proposals. NO TELEPHONE CALLS WILL BE ACCEPTED.


A site visit is scheduled for Thursday, April 15, 2010 at 10:00 a.m. EST. It is highly recommended that you attend the site visit. This site visit will be conducted by Dave Diegmiller. If you plan to attend, you must notify him via e-mail at diegmiller.dave@dol.gov no later than 3:00 p.m. EST, April 14, 2010 with a copy of the e-mail sent to scott.jo@dol.gov. Failure to notify Dave Diegmiller will result in no admittance at the security gate.


The government will make every reasonable effort to provide written answers to all offerors questions within ten (10) business days of the last day for submission of questions (April 30, 2010).


Evaluation criteria in order of importance includes: 1) Technical Capability and 2) Price. PRICING SHOULD BE SEPARATE FROM THE TECHNICAL CAPABILITY. AWARD WILL BE MADE ON THE BASIS OF THE LOWEST EVALUATED PRICE OF PROPOSALS MEETING OR EXCEEDING THE ACCEPTABILITY STANDARDS FOR NON-COST FACTORS.


Technical capabilities should include experience in cleaning storm water sewer lines and catch basins; Certification of ownership of equipment needed to complete all tasks listed in the SOW; Copy of Business License and Proof of Insurance.


A detailed Scope of Work is attached that outlines the work required to complete the project.
