About this opportunity

The Naval Facilities Engineering Command, operating under the Department of the Navy, issued a Special Notice on March 5, 2026, announcing a Bridge Action to extend the current Djibouti Mini Multiple Award Construction Contract (MACC) under limited source procurement authority per FAR 6.302-1. This procurement action (Contracts N33191-19-D-0831 through 0837) is managed by Contracting Officer Matthew Lewis and involves extending the existing MACC's ordering period by one year while adding additional capacity. The action applies to construction and facility services across multiple locations in Djibouti and Kenya, including Camp Lemonnier, Chabelley Airfield, Camp Simba, and Manda Bay. Without this bridge extension, the Government anticipates it would face unreasonable constraints in executing remaining projects critical to mission readiness and airfield safety. The work falls under NAICS Code 236220 (Commercial and Institutional Building Construction) with a PSC Code of Z2JZ (Repair or Alteration of Miscellaneous Buildings).

The primary objective of this Bridge Action is to prevent significant delays or cancellations of renovation, repair, electrical, and minor construction projects scheduled for FY26 and FY27 on the ROICC Management Execution Plans, which are essential for maintaining combat mission capabilities and facility availability across the region. The contract encompasses both Design-Build and Design-Bid-Build projects, including new construction, renovations, alterations, demolition, and repair work at various installations throughout Djibouti and Kenya. Interested parties have 45 days from the publication date (until approximately April 19, 2026) to submit inquiries regarding this action. The Government is simultaneously pursuing a follow-on MACC through full and open competitive procedures with the objective of awarding it on a timeline that would eliminate the need for a second bridge extension. The Justification and Approval supporting this limited source procurement is available on SAM.gov under the Contracting section. Contractors meeting standard eligibility requirements for federal construction contracting with the Department of the Navy may participate in this bridge action.

Notice text

This contract action is for services for which the Government intends to execute a Justification and Approval under the authority of FAR 6.302-1 to the current MACC to extend the ordering period by one year and to add additional capacity. Without this limited source action there would be an unreasonable constraint in the Agency’s ability to execute the remaining projects on the ROICC Management Execution Plans for FY26 and FY27, which will lead to significantly delaying or canceling various required renovation, repair, electrical and other minor construction projects, which in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions originating from ROICC Contracting Department.

The agency is actively pursuing a follow-on MACC using full and open competitive procedures with the primary objective of awarding the contract in a timeframe to eliminate the need for a second bridge. The agency anticipates adequate competition for the follow-on MACC, consistent with the current MACC.
The work to be performed will provide for Design-Build and Design-Bid-Build projects, primarily consisting of general building type projects including new construction, renovations, alterations, demolition, repair work, and any necessary design work for various locations throughout Djibouti and Kenya including, but not limited to Camp Lemonnier and Chabelley Airfield in Djibouti and Camp Simba and Manda Bay in Kenya.
