About this file

This is a Bridge Action notice for a one-year extension of the Djibouti Mini MACC contracts under FAR 6.302-1 (limited source procurement). The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central office in Naples, Italy, issued this notice on 05 March 2026 for contracts N33191-19-D-0831 through 0837. Contracting Officer Matthew Lewis (matthew.r.lewis52.civ@us.navy.mil) is managing the procurement. The Government intends to extend the current MACC ordering period by one year and add additional capacity without open competition, citing the need to execute remaining projects on the ROICC Management Execution Plans for FY26 and FY27 without significantly delaying or canceling required renovation, repair, electrical, and minor construction projects that support mission readiness and airfield safety.

The contract covers Design-Build and Design-Bid-Build projects consisting primarily of general building type work including new construction, renovations, alterations, demolition, and repair work at various locations throughout Djibouti and Kenya, specifically Camp Lemonnier and Chabelley Airfield in Djibouti and Camp Simba and Manda Bay in Kenya. The NAICS Code is 236220 (Commercial and Institutional Building Construction) with an annual size standard of $45,000,000, and the PSC Code is Z2JZ (Repair or Alteration of Miscellaneous Buildings). The place of performance is Camp Lemonnier, Djibouti. The Government is actively pursuing a follow-on MACC using full and open competitive procedures, with interested parties able to submit inquiries within 45 days of publication. The Justification and Approval is available on SAM.gov under "Contracting."

Revised SEP 2022

Bridge Action for the Djibouti Mini MACC

Naval Facilities Engineering Systems Command Naples, Italy

Contracts N33191-19-D-0831, 0832, 0833, 0834, 0835, 0836 and

05 March 2026

Contracting Office: Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Naples, Italy, PDC & EXPD Branch

Contracting Officer: Matthew Lewis, matthew.r.lewis52.civ@us.navy.mil

This contract action is for services for which the Government intends to execute a Justification and Approval under the authority of FAR 6.302-1 to the current MACC to extend the ordering period by one year and to add additional capacity. Without this limited source action there would be an unreasonable constraint in the Agency’s ability to execute the remaining projects on the ROICC Management Execution Plans for FY26 and FY27, which will lead to significantly delaying or canceling various required renovation, repair, electrical and other minor construction projects, which in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions originating from ROICC Contracting Department.

Neither utilizing alternative ordering vehicles nor pursuing multiple competitive, standalone construction contracts for the large amount of planned projects are feasible alternatives to a short-term extension of this MACC.

The agency is actively pursuing a follow-on MACC using full and open competitive procedures with the primary objective of awarding the contract in a timeframe to eliminate the need for a second bridge. The agency anticipates adequate competition for the follow-on MACC, consistent with the current MACC.

The work to be performed will provide for Design-Build and Design-Bid-Build projects, primarily consisting of general building type projects including new construction, renovations, alterations, demolition, repair work, and any necessary design work for various locations throughout Djibouti and Kenya including, but not limited to Camp Lemonnier and Chabelley Airfield in Djibouti and Camp Simba and Manda Bay in Kenya.

The NAICS Code for this procurement is 236220 and the annual size standard is

$45,000,000. The PSC Code for this work is Z2JZ Repair or Alteration of Miscellaneous Buildings.

Offerors can view and download the Justification and Approval at https://www.sam.gov under “Contracting” when it becomes available.

However, inquiries received within 45 days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
