About this opportunity
Federal Prison Industries, Inc. (UNICOR) intends to award a sole-source contract to Cleo Communications US, LLC for renewal of Clarify EDI automation software license, maintenance, and support, with an estimated total value of $44,906.40.
The justification cites FAR 12.102(a) deviation authority based on urgency and exclusive licensing. Cleo holds exclusive licensing of the Clarify software and does not permit third-party vendors to resell or provide support for the product. An RFI (FPI-RFI-O-26-0003) was previously issued to identify authorized resellers and distributors but yielded no results. Prior vendor evaluations determined Cleo was the only vendor capable of meeting all requirements. Transitioning to another EDI solution would be cost-prohibitive due to required training for System Administrators and additional setup costs. The Clarify software streamlines order exchange between GSA and FPI through automated sending, receiving, translating, and integrating of data, thereby eliminating manual data entry and reducing errors.
Performance period is September 24, 2026 to September 23, 2027. Cleo Communications is located at 4949 Harrison Avenue, Suite 200, Rockford, Illinois. The contracting office is inviting responsible sources to submit product information and capabilities statements to michael.gibson@usdoj.gov, with final award determination remaining at the government's discretion.
Notice text
Clarify EDI automation software streamlines the exchange of orders between GSA and FPI by using software to automatically handle tasks like sending, receiving, translating, and integrating data. This eliminates manual data entry, reduces errors, and improves overall efficiency.
FPI moving to another EDI automation solution would not be cost effective and extremely costly since training would need to be conducted for any System Administrator (SA) charged with implementing, troubleshooting or maintaining the EDI environment.
Also, additional funds would be required for another vendor to assist with setup of this system.
MISB eCommerce team has met with several vendors in the past and the majority of them unable meet all our requirements except for Cleo.
Awarded contract 15UC0C26P00001604 to unknown vendor for unknown amount on 2026-06-25.
