SUBJECT: EDI Solution Update
Pursuant to the authority of FAR 12.102 (a) (DEVIATION), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available due to circumstances such as urgency, exclusive licensing agreements, brand-name, or industrial mobilization. Due to urgency, Federal Prison Industries UNICOR intends to sole source to:

Federal Prison Industries, Inc (UNICOR), MISB requires renewal of Clarify EDI automation software license, maintenance, and support. An RFI (FPI-RFI-O-26-0003) was issued to find authorized resellers/distributor of the Clarify EDI Automation Software with no results.
Cleo holds an exclusive licensing of Clarify software and does not allow third party vendors to resell or the support of the Clarify software.
Clarify EDI automation software streamlines the exchange of orders between GSA and FPI by using software to automatically handle tasks like sending, receiving, translating, and integrating data. This eliminates manual data entry, reduces errors, and improves overall efficiency.
FPI moving to another EDI automation solution would not be cost effective and extremely costly since training would need to be conducted for any System Administrator (SA) charged with implementing, troubleshooting or maintaining the EDI environment.
Also, additional funds would be required for another vendor to assist with setup of this system.
MISB eCommerce team has met with several vendors in the past and the majority of them unable meet all our requirements except for Cleo.
This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
