About this opportunity
The Federal Bureau of Investigation's (FBI) Information Technology Acquisition Unit (ITAU) is conducting a Request for Information (RFI) for the Criminal Justice Information Services (CJIS) Division's Somalia Automated Biometric Information System (ABIS). The RFI seeks vendors capable of providing comprehensive operations and maintenance support for the ABIS system, which supports the Somali Police Force with biometric identification capabilities. Potential contractors must demonstrate the ability to maintain software licenses, provide both domestic and international on-site support in Mogadishu, deliver quarterly training for Somali Police Force personnel, and maintain a physical office within 25 miles of FBI CJIS in Clarksburg, WV. Key submission requirements include unclassified responses not exceeding 20 pages, with questions due by January 15, 2025, and final responses accepted through January 24, 2025, at 3:00 PM ET. The government will evaluate responses to assess solution viability and inform future procurement strategies.
The pre-solicitation notice indicates no specific set-aside designations for this opportunity. The current task order number is 15F06724F0001784, and the system is designed to handle a database capacity of 2 million ten-print records and 50,000 latent records. While no specific award value is mentioned, the RFI focuses on supporting ABIS operations for fiscal years 2026-2027, with required support including Lakota Software Solutions Whorl application and NEC Corporation biometric matchers. The contract will necessitate 24-hour virtual support and on-site capabilities in Mogadishu, suggesting a complex and comprehensive service requirement. Importantly, the RFI explicitly states that this is not a solicitation, and no funds are available for response preparation, positioning this as a preliminary market research effort to understand potential vendor capabilities.
