INTRODUCTION

Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the Somalia Automated Biometric Identification System (ABIS) project. The information gathered may be used to formulate acquisition strategies for competitive solicitations. Clearly mark any proprietary information included in your response.

BACKGROUND

With its vast land mass, political instability, sparse law enforcement presence, warring factions, and continued conflict in neighboring Yemen, East Africa has become a haven for criminal groups, including terrorist groups. Despite these and other challenges in the region, the Somali Police Force (SPF) has shown that well-resourced and well-trained civilian law enforcement can play a vital role in countering terrorism. Beginning in late 2014, the Department of State’s (DOS) Bureau of Counterterrorism (CT) partnered with the SPF to establish professional, multi-functional, mentored Joint Investigative Teams (JITs) which prevent, respond to, and investigate terrorist attacks within a rule-of-law framework.

The ability to biometrically identify criminals, including terrorists, is one of the pillars of modern policing. In Somalia, the SPF has been collecting fingerprints from criminals, including terrorists, for many years but lacks the technical ability to complete comparisons to find matches because collected fingerprints are not processed and stored in a way they can be used for identification purposes.

Through a United States Government (USG) interagency-led initiative, the U.S. DOS Bureau of Counterterrorism (CT) and the Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS) Division coordinated the contract to develop an ABIS and supporting biometric enrollment workstations for the Federal Government of Somalia. The ABIS has a database with a capacity of 2,000,000 ten print records and 50,000 latent records and is located at a secure facility within the Aden Adde International Airport (MGQ) compound. The ABIS is supported by a remote enrollment/query workstations and one administrative workstation.

The ABIS database is populated by existing card-based records, which were converted to an electronic format. The ABIS database is duplicated in a back-up server located in a secondary secure facility away from the airport.

The ABIS provides the SPF with the ability to accurately and quickly identify individuals with records related to previous criminal or terrorism activities. SPF personnel have been trained on the use and administration of the ABIS and related workstations.

The objective of this RFI is to poll the market for vendors capable of continuing operations and maintenance of the Somali ABIS for the next two years (FY 26-27). The current task order number is 15F06724F0001784.
