About this opportunity
The Ohio Army National Guard seeks abandonment and closure of nine groundwater monitoring wells at Load Line 6, Camp James A. Garfield Joint Military Training Center, with quotations due September 11 at 10:00 a.m. EDT and questions due September 7. This is a Total Small Business set-aside with a $45 million size standard, issued as a firm-fixed-price purchase order.
Place of performance is Ravenna, Ohio (8451 State Route 5, Ravenna, Ohio 44266). The contractor must complete all work and deliverables within 90 calendar days after award. Work includes preparing an OHARNG-approved letter work plan, arranging third-party utility location, properly abandoning and closing nine wells with removal or closure of well and bollard components, restoring each well location to original conditions with matching substrate, elevation, positive drainage, and seeding per specified seed mixes, managing and disposing of generated waste with documentation and manifests, submitting closure photographs and well sealing reports to the Ohio Department of Natural Resources, and delivering a final summary report. All work must comply with applicable Ohio and federal requirements, including Ohio EPA Technical Guidance Manual Chapter 9 for sealing abandoned monitoring wells. The NAICS code is 237110 (Water and Sewer Line and Related Structures Construction); PSC code is F999.
All contractor personnel must be U.S. citizens with Government-issued photo identification. The contractor may subcontract drilling work while retaining oversight of the abandonment. Quoters must submit a price quotation, technical quotation demonstrating SOW compliance, documentation of relevant groundwater well abandonment or closure experience, a proposed project schedule, past-performance information with customer references, proof of required licenses and permits, FAR 52.212-3 representations and certifications or SAM verification, and acknowledgment of all amendments. Evaluation considers technical capability (required for award eligibility), past performance relevance, and price reasonableness, with technical capability and past performance combined significantly less important than price. Award will be made without discussions to the responsible quoter offering best value.
