Scope of Work (SOW) to Abandon/Close Groundwater Monitoring Wells at Load Line 6 at CJAG
13 August 2026
1.0 Introduction
This scope of work (SOW) describes the tasks required to abandon/close groundwater monitoring wells at Load Line 6 (LL6) at CJAG, located in Ravenna, Portage County, Ohio. CERCLA investigation and cleanup activities were conducted at LL6 under the Ravenna Army Ammunition Plant (RVAAP) Restoration Program and are now complete at that Area of Concern (AOC). No Further Action was achieved for sediment, surface water and soil at Load Line 6. Groundwater is investigated on a facility-wide basis and is currently in the Feasibility Study phase. Based on the Final Remedial Investigation (RI) for Facility-wide Groundwater, dated February 2022, Load Line 6 was included in Group C-Fuze and Booster Lines for groundwater evaluation. The Final RI concluded that Load Line 6 required No Further Action because nature and extent was defined and the Human Health Risk Assessment (HHRA) and Ecological Risk Assessment (ERA) did not identify a risk requiring an action. Therefore, the RI stated that the groundwater in Group C no longer required analysis and the groundwater monitoring wells could be properly sealed/abandoned. The Ohio EPA approved the RI in a letter dated April 7, 2022. The Draft Feasibility Study, dated June 2025, also indicated that the groundwater wells within Load Line 6 could be properly abandoned. Ohio EPA comments on the Draft FS agreed with the suggested well abandonments, only requesting additional supporting information before finalizing the well closure list. The OHARNG sent a letter to the Ohio EPA dated July 13, 2026, requesting the proper abandonment/closure for the nine wells within Load Line 6 due to a future military mission. The Ohio EPA concurred with the closure of the nine wells in a letter dated August 6, 2026.
There are nine (9) existing groundwater monitoring wells at LL6 that require abandonment/closure. The following is a summary of the wells:
